1 Alcohol License Renewal, 2 New Applications Continued To June ATC Meeting

The renewal for the alcohol license for Lucky’s Tavern in North Webster was continued Friday to the June 4 meeting of the Kosciusko County Alcohol and Tobacco Commission, as well as two new license applications.
The beer, wine and liquor - restaurant license for Jham Bar LLC, doing business as Lucky’s Tavern, 560 S. Main St., North Webster, was up for renewal at Friday’s ATC meeting, but it had a violation against it. No one representing Lucky’s Tavern attended the meeting.
Excise officer Lt. Brian Stewart said the violation occurred April 22, 2025.
“Citation for Type 2 gambling violation. During the course of that investigation, it was discovered that they had no employee records, so they were cited for that,” Stewart stated. They paid a $250 fine, but need to appear before the local board for the violation.
Stewart made a motion to continue the license renewal and the motion passed 4-0.
There were two new alcohol applications scheduled to also go before the local ATC Friday. Those were:
• Beer, wine and retailer - riverfront and lakefront, Goose Lake Hospitality & Provisions LLC, doing business as Hoosier Proper, 110-112 N. Buffalo St., Warsaw.
• Beer, wine and liquor - restaurant, KH Brewing LLC, doing business as HopLore Brewing Co., 70 EMS T16 Lane, Leesburg.
Stewart said both of those needed to be continued to the June meeting, one for a signage issue and the other license application was amended.
He also reported the state ATC at their April 21 meeting remanded Robert T. Carter’s new application back to the local board. That is being advertised to be heard at the June 4 meeting as well.
Carter applied for a new beer retailer - restaurant license at 206 W. Monroe St., Mentone, in March to the Kosciusko County ATC. Excise officer April Tackett tabled Carter’s application in March to their April 2 meeting for “further investigation.” At the April 2 meeting, the Kosciusko County ATC approved Carter’s application after all their questions were answered and there were no remonstrators against it.
The Indiana ATC first heard Carter’s application April 7, but tabled it to their April 21 meeting following information received from remonstrators. They then remanded it back to the local board at their April 21 meeting due to remonstrators’ concerns.
Renewals, without any violations, approved Friday by the local board included:
• Beer, wine and liquor - package store, King’s Keg Inc., doing business as King’s Keg, 421 S. Main St., North Webster.
• Beer and wine dealer - grocery store, Wilby’s Inc., doing business as Wilby’s Gas & Goodies, 307 W. Main St., Mentone.
• Beer and wine dealer - grocery store, Tippy Dance Hall Marina LLC, doing business as Oswego Mini Mart, 2757 E. Armstrong Road, Leesburg.
• Beer and wine retailer - restaurant, Tippy Creek Winery LLC, doing business as Tippy Creek Winery, 5920 N. CR 200E, Leesburg.
• Beer and wine dealer - grocery store, Family Express Corporation, doing business as FE82 Winona, 409 Argonne Road, Warsaw.
• Beer and wine dealer - grocery store, Family Express Corporation, doing business as FE81 North Webster, 730 S. Main St., North Webster.
• Beer, wine and liquor - restaurant (210), 309 Main LLC, doing business as Steuby’s LLC, 309 S. Main St. (Ind. 15), Leesburg.
• Beer, wine and liquor - restaurant (210), Saint Regis Club LLC, doing business as Anthology Whiskey Room, 111 E. Center St., Warsaw.
• Beer, wine and liquor - restaurant (210), The Hub on Huntington, doing business as The Hub on Huntington, 704 N. Huntington St., Syracuse.
After the items on the agenda were heard, Jason Brown, former owner of One Ten Craft Meatery, told the commission he recently sold that business but is now looking to do a food trailer. He said he’s done all the permitting needed for the food side of the business.
“But the scenario, the reason I wanted to ask, is during the process of the sale of the business, I still own an awful lot of alcohol, and with the DORA (Designated Outdoor Recreation Area), I was curious about one-day catering permits. If I can come down and operate that as the food trailer, with that said alcohol, that, obviously, was purchased under the right avenues. But I was just curious what the structure (would be under the parameters of the DORA),” Brown said.
Stewart said there’s a process and he would talk about it to Brown after the meeting.
“But you would have to be designated as a vendor inside the DORA,” he told Brown. “It’s a possibility.”
Brown said that was more than wonderful.
