The Penalty Box: The Bears Are Still A Mess

The subject of the possibility of a new stadium for the Chicago Bears came up again this week. Despite what even the highest-ranking official in their front office says, I wonder if I will see it in my lifetime.

County Moves Ahead With CR 350W Project

The Kosciusko County Commissioners will proceed with the first phase of a proposed bypass around the west side of Warsaw, beginning with road work on CR 350W. For several years, the county has had federal funds for the project. The funds are divided into three phases - phase 1 is $800,000, phase 2 is $280,000 and phase 3 is $2.12 million. The funds were secured in 1996 before Kosciusko County Highway Superintendent and Engineer Rob Ladson came on board. The project was put on hold at that time, Ladson said Tuesday, adding that he was unaware why the project was delayed. In 1995, the county looked at eventually linking the CR 350W project with Ind.25 and then extending it to Ind.15, essentially creating a bypass around the west side of Warsaw, linking U.S.30 and Ind.15.

Webster Mainstreet Group Updates Projects, Hears Reports

NORTH WEBSTER - Although the group meets on a quarterly basis, last night's Mainstreet committee meeting was more like an annual report. A division of the Tippecanoe Township Chamber of Commerce, the group formed committees last year to identify four focus areas in North Webster: the parks and development of a bike trail, lakefront enhancement, town beautification and the school/community center project. Colorful renderings from the Ball State University study two years ago were set around the room as a reminder of what the town could look like. Helen Hoy reported on the bike trail, displaying "Share the Road" signs to be posted along the trail.Five posts for the signs have been installed and the rest can be installed this spring. Sponsors donated $726 for installation of the signs, leaving a balance of $577. Plans are to have a seven-mile trail circle Webster Lake, and a grant application for costs will be submitted to the Dekko and Kosciusko County foundations.

Syracuse Designates 'Shanna Zolman Day'

SYRACUSE - Several ordinances and resolutions were approved Tuesday by the Syracuse Town Council, including a resolution designating Thursday as "Shanna Zolman Day." According to Syracuse Town Manager Brian Redshaw, the Zolman Day ordinance tries "to list all the things she's accomplished. There's more to come." The most recent accomplishment for her, he said, was having been named Indiana's Miss Basketball over the weekend. The resolution and a plaque will be presented to Zolman, possibly at her open house this week. An ordinance was also approved establishing a special nonreverting operating fund for the Syracuse parks. The fund allows the park board to appropriate money for expenditures for operating and maintaining the public parks. The money in the fund will be derived from fees associated with the park department's programs. Another ordinance is a $2,000 additional appropriation from the town's building inspector fund to the professional services fund.

Winona Bans Through Trucks

WINONA LAKE - Semi trucks won't be passing through town without a mission anymore or their drivers will face a fine of up to $100. The town council passed an ordinance Tuesday to make the streets closed to through traffic after reports of increased semi-tractor trailer use. The streets aren't designed to take the extra weight, according to town marshal Malcolm Gilbert. They also seem to be cutting through town to avoid traffic in downtown Warsaw. The board also established rental fees for the senior citizen facility. The building is expected to reopen June 1. With a capacity to seat 150, the community building at 1590 Park Avenue, in town park, will be leased to individuals 21 years old or older.
