KDI Small Business Loans Untapped

In 2004 Kosciusko Development Inc.received money from the Indiana Rural Development Council to make business loans. A percentage of matching funds was secured through local banks and KDI received about $66,000 of a possible $95,000 through the federal program. To date, only one application has been completed and it was turned down by the committee. During Wednesday's executive board meeting, the loan program's status was discussed. Accountant Dana Krull appeared at the meeting with a summary showing the funds as part of the financial statement, per state and federal guidelines. Economic Development Coordinator Kim Nance said some people have inquired about grant money for small businesses, assuming the funds don't have to be repaid. Instead, the funds are available as a business loan through Beacon Credit Union, Community First Bank and Trust, Farmers State Bank, 1st Source Bank, Lake City Bank or Mutual Federal Savings Bank.

Schmitt Sworn In As Winona Town Marshal

WINONA LAKE - Paul Schmitt, a former 29-year member of the Warsaw Police Department, is now Winona Lake town marshal. Schmitt was sworn in this morning during Winona's town council meeting, where members fixed Schmitt's salary and introduced him to the Winona Lake Police Department. Schmitt replaces Malcolm Gilbert, who announced in January he intended to step down from town marshal to assume the role of deputy marshal. "I look forward to the challenge of Winona Lake," Schmitt said."I'll be working to provide courteous, prompt and efficient services to the town's residents." Beginning salary for Schmitt is $1,730 bi-weekly, with bonuses awarded for each year of service for the first 15 years. Schmitt is a lifelong Warsaw resident, and worked for the WPD in positions ranging from dispatcher to captain of the department.He is currently a security specialist for NoBi Corp., Warsaw.

Kosciusko County commissioners took a step forward in extending CR 1300N near Milford, agreeing to let the highway superintendent apply for a state grant to pay for most of the project.

AWL Suffering Through Lack Of Funds, Staff

Animal Welfare League President Margaret Kennedy said reality has set in for the shelter. "As far as financially, we're not doing terribly well.We're running out of dog food.We're always out of puppy food.Donations are dropping, I don't know if that's because of the time of year or what," said Kennedy Monday. The organization is also taking applications for a new co-director of the shelter to replace Lisa Barber.Tracy Yates remains as the other co-director. "Lisa Barber has decided she wanted to step down as co-director," said Kennedy.She said it was not financially feasible for Barber to continue working at the AWL.AWL needs a co-director to "take care of hiring and firing with Tracy.They'll train volunteers.They'll take care of advertising.They'll also do fund-raising," Kennedy said. Yates handles the day-to-day operations of the AWL, such as food, medicine, the animals and cages.She also helps train volunteers and employees, Kennedy said.

Success Generates Fund For WHA

Thanks to recent successes Warsaw Housing Authority's Section 8 program has funds available for area low-income renters in need of financial assistance. The program has been in use in the city for years, but clients coming off the program into self-sufficiency have created openings, according to WHA director Vickie Provine.Provine said there may be some confusion over the program with the recent changes in the welfare system.Unlike welfare, the program does not require that participants be employed, she said.The program does not have a time limit either. The program bases assistance levels on income levels established by the federal government.One-person households can have a maximum income of $14,500; two persons, $16,500; three persons, $18,650; four persons, $20,700; five persons, $22,350; six persons, $24,000. The waiting period for the program has lessened with the successes of clients, the WHA reported.
