Leesburg Continues Debate Over Sewers

LEESBURG -ÊThe ongoing discussion about putting a sewer system in Leesburg was the main topic at the town council meeting Monday. A standing-room only crowd filled the town hall and listened as Julia Graham from GRW Engineers, Indianapolis, and Jeffery Rowe of Umbaugh and Associates presented more information on a potential sewer system that could run from the town down Old 15 and connect to Warsaw's wastewater treatment plant. During last month's meeting, the town council was presented with a plan that would use a low-pressure sewer system running into Warsaw, which would cost each resident $61.80 per month. Graham and Rowe presented a revised plan they said factored in things such as inflation that increased the proposed monthly rate per resident 22 percent to $75.60. Graham said the cost could go down should the town join Maple Leaf Farms and Whispering Pines trailer park in the project.

County Hears Report On Need For 'Western Route'

Why does the county need a Western alternative route? Representatives of Warsaw, Kosciusko County and The Troyer Group presented information Tuesday that they gathered to answer just that question. The meeting was one step in the process the project has to go through before the Indiana Department of Transportation will accept the project, said Steve J.Benczik, senior civil engineer/project manager for The Troyer Group.

Planners OK 2 Plats,1 Rezoning

Both preliminary plats and one rezoning petition before the Kosciusko County Area Plan Commission were unanimously approved, but not without some remonstration. Carey Excavation Inc.petitioned to rezone property from an agricultural district to a residential district. The property is on the north side of CR 500N, 1,320 feet west of CR 675E in Tippecanoe Township. Steve Harris, representing Dave Carey, said the property is surrounded on three sides by three platted areas. He said the rezoning would be compatible with the area and he doesn't think there will be a problem with septic systems and drainage.

City Discusses Deer Problem

Vere Shenefield returned to the city council Monday, asking again that something be done about the deer population in the city. "There are 10 times more deer inside city limits than there are outside," he said, adding that he's spent $500 on an electric fence and guesses that $500,000 worth of plants are being destroyed in yards every year. "I was here before (October 2002) and nothing's happened.Except for Bill [Rhoades] and Jerry [Patterson], the rest of you have sat on your hands." The mayor and council took exception to those comments, with Mayor Ernie Wiggins reminding Shenefield that there is a ban on discharging firearms in the city. City ordinance Article III - Sec.54-61, prohibits the discharge of firearms, with the exception of police officers or members of the armed forces or National Guard engaging in official duties. "I refuse to have a wounded deer wander into a 3-year-old's yard to die," Wiggins said of a possible controlled hunt.
