The latest proposal for an Economic Development Income Tax comes to a head this Saturday. To make sure its members understand how the tax works, the Builders Association of Kosciusko and Fulton County gathered Monday to hear the specifics of how EDIT is collected, distributed and spent.Providing those specifics were attorneys Richard Hill and Randolph Rompola of the Baker & Daniels law firm in South Bend, both of whom specialize in tax and municipal financing law. "The legislative theory behind EDIT is that governmental units can fund infrastructure improvement projects with a source of revenue other than a reliance on property taxes," Hill said. The tax was devised in the early 1980s to give county and municipal governments greater flexibility to address infrastructure needs that foster economic development, Rompola said.

County Approves Purchase Of New 911 Equipment

Because of minor glitches in the new 911 communication center equipment in the Justice Building, the Kosciusko County commissioners agreed Tuesday to purchase new equipment. County Administrator Ron Robinson told the commissioners the biggest problem is with the IDEX system.IDEX is the information system in which police data is kept nationwide for outstanding warrants, criminal information, license plate numbers, driver license numbers and other pertinent information.The current system is 15 to 16 years old and was purchased for $18,000.A new system will be bought from Netcom for approximately $10,298. The 17-year-old phone system also will be replaced.Robinson requested $25,000, though the system is expected to cost only $21,000.The extra $4,000 would cover any unforeseen costs.The money will come from the approximate $57,000 remaining balance of the construction costs of the dispatch center, which cost less than expected.

City Shuts Down Duplex Because Of Alleged Violations

A duplex at 214 Fort Wayne Ave., Warsaw, owned by Ralph and JoEllen Fitch of Larwill, was ordered to be vacated and shut down by Hearing Officer Larry Clifford at Monday's code enforcement hearings. Ralph Fitch said he was under the impression he'd taken care of all the repairs.Building inspector and assistant building commissioner Pam Kennedy said half of the repairs are unacceptable.She said Fitch is in about 50 percent compliance.The chimney leaks, the floor needs to be ripped up and the roof needs to be repaired. There is also a bad cockroach infestation in both apartments.One apartment is occupied.Fitch said the tenants have stopped paying rent, but they won't leave the apartment. "This is one of the worse infestations I've seen," said Kennedy. The roaches are spreading to the neighbors, Kennedy said.They had three or four professional treatments already. Fitch said he is having the roaches sprayed, but he hasn't hired an exterminator yet.

When it comes to high school basketball, especially come playoff time, the phrase “anything can happen” will be said until the end of time. Tippecanoe Valley girls basketball was on the wrong end of an upset Saturday night in the IHSAA 3A sectional 20 championship, falling 56-51 to a now 6-17 West Noble squad. The Lady Vikings end their season with a 17-8 record and a Three Rivers Conference championship.
