City Council Gives Nod To Assisted Living Facility

Greenwalt Development's request for a planned unit development district to build an assisted living facility at 1900 Ranch Road, was approved in general terms by Warsaw City Council Monday. The issue will be sent back to the Warsaw Plan Commission for secondary review. This issue came before the Warsaw Plan Commission Nov.6 when Greenwalt Development director of operations Philip Heer and project manager Steven Smith presented plans to build an assisted living facility in what is currently an R-1 residential zoning district. The plan commission approved the plan in general terms and sent it to the city council. Heer and Smith presented their plans for the assisted living facility to the council.Several concerns that city planner Jeff Noffsinger had at the plan commission meeting have been addressed. There is a landscaping plan now and issues regarding the private street and the driveway cut into the road have been addressed.

Planners Reverse Decision To Deny Request For Rezoning

In a 6-2 vote to approve, the Area Plan Commission Wednesday overturned an earlier decision to deny Robert Leiter's request to rezone a 24.8-acre agricultural district to residential. The land is located on the south side of CR 450N and east of CR 100E in Plain Township. The tract is expected to support 30 houses. The plan commission had previously recommended denying the rezoning, but the Kosciusko County commissioners disagreed and sent the proposal back to the plan commission. The commissioners thought the rezoning was consistent with what had been done in the past.Rather than overturning a plan commission vote, however, they decided to send it back and let the plan commission reconsider Leiter's petition. One of the main concerns of the plan commission was the absence of city sewer and water in the area. "In time there will be water there with sewer," said Leiter. He also said the soils were excellent for septic systems.

Works Board Quizzed About Retiree Benefits

Comments from attorney Loren Allisson of Fort Wayne and beneficiaries of the city's police and fire pension plan spoke up during the Warsaw Board of Works meeting Friday. Allisson referred to a petition received by the board in October regarding benefits awarded to a retiree in 2001, benefits Allisson said othermembers of the plan are interested in. Apparently this individual is receiving insurance. Retired police officer Gerald Oswalt said he was told there were no insurance benefits for retirees. Retired fireman Alan Hartman said he also asked if he could buy insurance coverage as part of the plan and also was told no. "How can this individual get it for nothing?" Hartman asked."If one person in the same group can get it [we all should].Fairness is all anyone wants." Retired police officer Mike Hollar also spoke, saying he has paid for his own insurance ever since he retired.
