Miriam Avenue Improvements

    Notice is hereby given that the City of Nappanee, Indiana, hereinafter referred to as the Owner, will receive sealed bids for the City of Nappanee Miriam Avenue Improvements project at the Office of the Clerk-Treasurer, City Hall, 300 W. Lincoln St., Nappanee, Indiana 46550.

    Sealed bids are invited and may be forwarded by registered mail or delivered in person, addressed to the City of Nappanee, in care of the Clerk-Treasurer, 300 W. Lincoln St, Nappanee, Indiana, 46550, by no later than 3:30 pm (local time) on January 24, 2022. Bids will be opened at the regularly scheduled meeting of the Board of Public Works and Safety on January 24, at 3:30 pm (local time) at City Hall, 300 W. Lincoln St., Nappanee, Indiana 46550.  Proposals received by the Clerk-Treasurer after 3:30 pm (local time) shall be returned unopened.  The bidder shall be responsible to ensure that the bids are mailed or otherwise delivered to the Clerk-Treasurer before said date and time or delivered in person to the Board of Public Works and Safety meeting prior to 3:30 pm.

    The Miriam Avenue Improvements project consists of improvements along Miriam Avenue, from Stahley Drive to Berlin Court Grand Ditch in Nappanee, IN. These improvements include curbing, full depth asphalt, storm sewer, sidewalk, a pedestrian bridge, lighting, and other appurtenant work as more clearly described in the Plans and Specifications. Plans and Specifications are available free of charge in digital format by contacting Michael Reese at [email protected] beginning December 17th at 9:00 am.

    A pre-bid meeting will be held at 11:00 AM (local time) on Tuesday January 11th at City Hall, 300 W. Lincoln St, Nappanee, IN 46550).  All prospective bidders are encouraged to attend.

    Bids are to be submitted on the bid form and on Indiana Form No. 96 and shall be accompanied by the required non-collusion affidavit financial statement.  Each bid shall be accompanied by an acceptable bid bond, in a sum of not less than five (5%) of the total bid amount.  All bids must be accompanied by the following city forms:  Affidavit of E-Verify Compliance, Verification of Contractor/Bidder/Quoter of Compliance with Requirements for Contracting with the City of Nappanee, Pursuant to IC 36-1-21-5 and Ordinance No. 2012-2042, and Certification of Contractor/Bidder/Quoter of No Investment Activities in Iran, Pursuant to IC 5-22-16.5-13. Contractors must be pre-qualified with INDOT.

    Bids shall be in sealed envelopes, marked with the name and place of business of the bidder.  All bids shall be clearly marked “Sealed Bids – Miriam Avenue Improvements, DO NOT OPEN”.

    No bid shall be withdrawn after scheduled closing time for receipt of bids for at least sixty (60) days.  The owner reserves the right to reject any or all bids, accept all or any part of any bid received, and to waive any and all informalities in bidding, and to accept the lowest and/or best bid.
