Winona Hears Muirfield Prestwick Report, Discusses Roundabout

WINONA LAKE- Winona Lake Town Council heard a report on the Prestwick and Muirfield Subdivision sanitary system Tuesday.

Larry Long, town engineer, provided the report during the town’s council meeting.

Long said video testing for the sanitary sewer system revealed the pipelines are in average condition with the exception of a few pipe joints.

He said the worst problem discovered is evidence of excessive inflow in the pipelines most likely due to illegal storm drains connected to the sanitary sewer system.

Long said the homes should be inspected by town employees to locate illegal drains, and then have the property owners remove them.

Long said the cost estimated for the sanitary sewer improvements is $62,000.

If the project is completed immediately before or in conjunction with the overall street reconstruction project, the cost would be reduced about $8,000 to $54,000.

Larry also provided information on a roundabout the town has been considering for the Winona Avenue, Argonne Road, Kings Highway, and Park Avenue intersection.

Long said the project would be funded with local funds, and said the construction estimate is $495,000 if the construction was completed in 2012.

He said when he reviewed A&Z Engineering’s report he noticed there was only one layout for the roundabout. He suggested there be at least one additional layout option that should be considered before a final design is performed.

Long said by the time the roundabout is designed and built construction would be next year at the earliest and use this winter to design and bond the project.

Council woman Joy Lohse said she had concerns with the council not having budget numbers.

Council president Sue Gooding said the council at one point discussed combining the roundabout project with the Stonehenge Road improvement project in one bond.

“We’ve spent a lot of money for the fire department this year and used funds from the donation fund account to pay for things for the department,” Lohse said.

“I haven’t seen a current budget and where we’re at exactly to date.”

She said when she looks at another half million dollars if it is going for a bond, she is very uncomfortable as far as not knowing where the town is sitting at this very moment with the budget.

She said she feels strongly it should be on the council’s agenda to have a financial outlook report for the town to know where the town is financially on a regular basis.

She said she is a huge advocate of having financial sessions outside regular council meetings to allow the council time to review its finances.

Town councilman Terry Howie said the town is waiting to see what its Economic Development Income Tax and County Option Income Tax numbers are.

Clerk-treasurer Retha Hicks was absent during Tuesday’s meeting.

Allebach said he will discuss with Hicks her providing a financial outlook analysis to the council.

In other business, the council thanked the street department on their efforts for storm clean up.

Jerry Nelson, Winona Lake resident, thanked the street department for cleaning up trees on Saturday on Court Circle.

Town Coordinator Craig Allebach said the town is working on a brochure to highlight its tree planting program.

He said with the recent storms and downed trees it might be a good idea to plant more trees through the town’s tree planting program.

Allebach said he contacted three insurance providers for the town to begin considering obtaining insurance quotes for the town.

Representatives from Hall & Marose Insurance, Silveus Insurance, and Clevenger Insurance attended Tuesday’s meeting.

Allebach said he will have a recommendation at the council’s next meeting for an insurance company for the town.

Allebach gave an update on the 301 Fifth Street property that has been donated to the town. Allebach said the town is expected to make a decision on what to do with the property at its next meeting.

The council approved the resignation of Kristy Wolkins from the publicity committee and approved Aaron Scantlen as Wolkin’s replacement.

Upcoming events in the town include Cardinal Services 7th annual duck race Saturday at 11 a.m. and a 5K at 8 a.m.; and a Village At Winona Art Walk Aug. 12 from 5 to 8 p.m.[[In-content Ad]]
