The American Red Cross has announced the launch of www.4troops.com, a program through which the public can quickly, easily and securely order a gift to be sent to a military serviceman or -woman stationed somewhere around the world. 4troops.com makes four gifts available: three types of candy and a special United We Stand T-shirt.The cost of each gift is $25, which includes postage and handling.Gifts can be mailed to particular soldiers or can be delivered to at-large personnel in countries such as Diego Garcia, Turkey, Saudi Arabia, Kuwait, Kosovo and Bosnia. While the program is mostly Web-based, the public also may call the toll-free number at 800-565-4651 to place an order.Net proceeds of about $10 for each gift will benefit the Armed Forces Emergency Services programs of the American Red Cross.

Squire 'D' Steps Up In Win Over Southwood

NORTH MANCHESTER - Manchester's girls basketball players weren't astronauts walking on the moon Tuesday night in a 83-59 win over Three Rivers Conference rival Southwood, but rather a team taking small steps and then a giant leap. After both teams went 0-2 in their respective first games, Manchester coach Keri Nichols said this was without a doubt her team's biggest leap. "Definately," she said."We talked about it in the locker room.We were making baby steps and this was by far our biggest step.Now we can move on to the next step." The biggest step for the Squires in their 24-point, first win of the season was their defense. Manchester's pressure defense -ÊNichols calls it the "T-trap" -Êforced the Knights to turn the ball over 29 times.The Squires were victim to just 15 turnovers.

County Hopes To Learn More About TIF

Kosciusko County officials will push ahead in hopes of learning more about tax increment financing before an approaching deadline. The tax district, which has been established in recent years in Warsaw and Milford, is being sought by Maple Leaf Farms to pay for road improvements adjacent to the duck producer's plant near Milford. Maple Leaf, which began major expansion plans last year, hopes to capture some of the tax revenues from improvements completed last year.To do so, the tax district must be established by March 1. A sense of urgency arrived last night with snowy conditions when some members of county commissioners and county council met at the courthouse with representatives of Maple Leaf and Kosciusko Development Inc. Two attorneys who were to explain details of TIF to county officials were unable to attend the meeting because of poor road conditions after several inches of snow fell Monday afternoon.

Miller's To Build Complex

The Warsaw Board of Works entered into a memorandum of understanding with Miller's Merry Manor Inc.Friday. The company intends to construct an assisted living complex with 53 units, and the developer wants city sanitary sewer service. Miller's intends to sign an in-lieu-of-annexation agreement and the developer will be charged $2,000 for a sewer tap, plus $200 per unit. The development will be on the east side of County Farm Road, off of and north of CR 200S. Board members Warsaw Mayor Ernie Wiggins and Charlie Smith approved a change order decrease as submitted by Robinson Construction Inc.of $3,242. This change brings the cost of the new police department building to $734,388, an increase of 2.97 percent from the original $710,025. A change order increase of $42,270 was approved as requested by Indiana Construction Corp.

KCH Sale Finalized, Nets $63 Million

Kosciusko Community Hospital is officially a for-profit hospital with the completion of the sale to Quorum Health Group Inc. In a statement released Monday by KCH, the net proceeds from the sale will total at least $63 million.Those funds will be placed in the control of a newly created Kosciusko 21st Century Foundation (K21 Foundation). According to a statement, the foundation was formed to "promote, improve and enhance the quality of life for the residents of Kosciusko County."The funds generated through the investment of the sale proceeds will be used for grants to support new and existing community programs that address those quality-of-life issues. Under the terms of the sale, Quorum will allow the KCH board of directors to maintain a majority of local citizens and the board will be responsible for the quality of care given by the hospital.
