WCDC Works To Finalize Plans For Downtown Days

"We're such a great place to be and a great place to live and it's a great place to work and a great town of business," Paula Bowman said of Warsaw. Bowman is the vice president of Warsaw Community Development Corp.and owner of Courthouse Coffee. Bowman, along with several others, is working toward finalization and sponsorship of events for Warsaw's Downtown Days, scheduled to take place July 21 to 23. Downtown Days is made possible through the support of local organizations and businesses. Bowman said the support "has been phenomenal.I'm just really, really pleased." The Warsaw Parks Department, the street department, the mayor's office, the Chamber of Commerce and the city and county councils have joined forces to help plan Warsaw's Downtown Days. "We all kind of worked this thing together," Bowman said. Bowman said Warsaw used to have a Pioneer Days Festival. Downtown days is a revision of that, she said.

IPFW Kicks Way Past Lancers

WINONA LAKE - The Grace men's soccer team dropped a 5-1 decision to Indiana-Purdue Fort Wayne Wednesday. Brant Burns scored the Lancers' lone goal at the 15:41 mark of the first period. IPFW scored two times in that opening half and added three more in the second.IPFW outshot Grace 33-22 with shots on goal. "IPFW was more aggressive than we," Grace coach Steve Miller said."We have a lot to learn about doing basic things right." IPFW got goals from Justin Labrum, Mike Harper, David Smith, Josh Sgro and Mike Harper. Grace fell to 1-5 with the loss. The Lancers are at Huntington Thursday.

Cable Franchise Agreement OK'd

The Warsaw City Council approved a new 10-year cable franchise agreement Friday with Marcus Cable. Marcus is a subsidiary of InterMedia Partners Southeast. According to Mayor Ernie Wiggins, the new agreement retains the 3 percent franchise fee on gross revenues contained in the current franchise agreement.The fee generated approximately $34,000 for the city in 1999. "We didn't seek an increase in the franchise fee because it is only passed on to the customer," he said. Also part of the agreement is a commitment on Marcus' part to make channel space available on its basic tier, which includes local broadcasts, signals choosing to be carried and public, educational and government access channels.The channel space would be for programming of interest to the city and surrounding area.

Local Officers Graduate From Law Academy

PLAINFIELD - Three local officers are among the graduating class Friday at the Indiana Law Enforcement Academy at Plainfield. Deputies Kevin Gelbaugh and Jon T.Tyler of the Kosciusko County Sheriff's Department, and Ptl.Scott L.Hand of the Syracuse Police Department will graduate from the basic training course. Speakers for the ceremony include Grant County Sheriff Oatess E.Archey, ILEA executive director Charles C.Burch and class president Jack C.Fetrow, director of public safety with the North Manchester Police Department. During the 12-week course, officers receive training in firearms, emergency vehicle operation, criminal and traffic law, defensive tactics and other police-related topics.

Winona Lake Developer Upset With Sewer Cost

WINONA LAKE - Rusty Koenigshof is crying foul after town officials nearly tripled the sewer fee for his new residential development known as Lexington Manor. Koenigshof aired his concerns in a letter to the town and in person Tuesday after learning an earlier agreement to charge him $9,666 had been set aside in favor of new plans that would cost him $26,000. Koenigshof argued the town agreed to the $9,666 figure in 1996 and presented a letter from the town as evidence.In that letter the town told him contributions toward the sewer line would be based on projected average daily flow. The 1996 charge was based on $540 per home.Fifty homes are planned in the development, which is currently under way, he said. But town council voted earlier this month to establish sewer tap fees for property along County Road 250E that includes the higher figure for Lexington. When the new charge was approved, nobody mentioned the previous proposed charge for Lexington Manor.
