Education Summit Addresses Concerns Of At-Risk Youth

Are kids today really more difficult and more alienated than previous generations? What responsibilities do all adults share in making sure all children grow up happy, healthy, secure and well-adjusted? Dr.Dennis Bumgarner, a licensed clinical social worker and clinical therapist from central Indiana who specializes in working with at-risk children, addressed these concerns and more at the eighth annual Education Summit Tuesday at 2517 Restaurant, Warsaw. Many adults today believe young people are "fundamentally and distinctly" different from earlier generations, Bumgarner said, and after the events at Columbine High School, some people see kids as dangerous. Bumgarner disagreed that kids are different or "worse" than their parents or grandparents were."Young people today are the same as they have ever been," he said.It's the world that has changed.

Police Seek Help From Residents In Tracking Down Drug Dealers

Enough is enough. Police have long been tired of having to deal with drug dealers, but the general public may not think enough is being done to combat the drug problem. Well, the public is being enlisted to help the police in drawing the line and putting an end to drug dealing in their neighborhoods. In an attempt to reinvigorate the Kosciusko County Special Operations Team, Sheriff Aaron Rovenstine is promoting a program in which names, addresses and vehicle descriptions of people suspected of drug activity can be turned over to police.The information can be given anonymously, but those who do reveal their identity to authorities can have the security of confidentiality. "The public knows we've had some problems the last couple years," Rovenstine said of the drug task force.The unit was temporarily disbanded a couple years ago and is now back at full force, although Rovenstine would like to see additional manpower in the future.

New Banking Regs Test Bounds Of Privacy

If the federal regulatory agencies have their way, bank tellers will be brought into the nation's war on drugs. The Federal Deposit Insurance Corp., The Federal Reserve, the Comptroller of the United States and the Manager of the Currency have all signed off on a proposed national regulation that would require banks to monitor their customers' transactions and report any suspicious activity to bank regulatory agencies. According to Steve Katsanos, press liaison for the FDIC, the proposed "Know Your Customer" regulation would require banks to establish policies and procedures to obtain information on banking habits. "The rule is supposed to aid in the effort to combat illegal drug trade," Katsanos said. As proposed, the regulation will require banks to determine the identity of their customers, their sources of funds and what their normal and expected transactions are, and a system to monitor customer activity for transactions inconsistent with those expectations.

Public Servants Face Indictments

Indictments were handed down against six people this week at the conclusion of a two-week grand jury investigation.All of the people involved have connections to public service agencies and misappropriated funds over which they had control, including money targeted for the National Police and Fire Disaster Relief Fund. "This is about public servants and people who have been entrusted with public money and donated money," Kosciusko County Prosecutor Charles Waggoner said in a press release in answer to why the cases were taken before a grand jury."The presentations before a grand jury composed of citizens helps keep us all accountable to the people of Kosciusko County." The indictments were filed Wednesday in Kosciusko Circuit Court and were initially sealed to allow the defendants time to turn themselves in.As of this morning, four of those indicted were booked into the Kosciusko County Jail.
