TAN Looks To Reorganize

The Taxpayers' Action Network is backing up, taking a breath and regrouping. According to TAN spokesman Elizabeth Cole, the group, which serves as a watchdog over how tax dollars are spent by local government, is looking at reorganizing to become more effective and attract new members. "At this moment, TAN is going through a reorganization and will be pretty dormant until the end of the year," Cole said."We think TAN is incredibly important for the community, not only in making sure their tax dollars are being used wisely and efficiently, but also to inform them on how their government works." She said TAN is a non-partisan, unbiased group of concerned citizens.Some of the issues it will address in the coming year are expected to be the proposed Economic Development Income Tax, a countywide sewer system, a possible expansion of the Kosciusko County jail and a proposed juvenile detention system.

Manchester Offers Students Access To Free Counseling

NORTH MANCHESTER -ÊManchester Community Schools took steps Tuesday to implement a Student Assistance Program through the Bowen Center, to provide all MCS students with free counseling sessions. This early intervention program will give all students access to counselors specializing in every area from eating disorders to drug and alcohol addictions counselors to adjustment disorder therapists.The program will run year-round and offer a 24-hour crisis line staffed by counselors.Students who use the program can obtain counseling at any of the six Bowen Center locations. According to Bowen Center representatives, the program works in conjunction with schools, identifying problems and planning a solution.If a student wants, information can be released to school counselors and/or parents so they can all work together.However, information gained in counseling sessions is held confidential unless the student otherwise requests.

Warsaw Board Of Works Approves Contract For Wastewater Consultant

When the contract language is clarified to the city attorney's satisfaction, Richard Huyck of Muncie will make recommendations regarding the wastewater treatment plant laboratory. Warsaw Board of Works members Mayor Ernie Wiggins and Jerry Patterson approved the proposal, which indicates Huyck will review the NPDES permit and testing procedures used in the lab, and familiarize himself with personnel and their competency. He also will detail training and equipment upgrades and provide the training sessions at a cost not to exceed $7,500. Attorney Mike Valentine said a few things needed to be clarified in the contract, asking how many hours Huyck actually will work. Richard Denny of Jones & Henry Engineering, the current Class IV operator at the plant, said he would get the answers. Huyck is director of the Muncie Sanitary District. Currently, wastewater test results are being backed up by Turner Technology.The Turner results are sent to the state.

Warsaw Mayor Jeff Plank said Thursday that the "test block" of Center Street is part of a master plan. "This is just the beginning of an annual event," he said.Future work will be done in sections or blocks, he said, like the neighborhoods - including Lake, Market and Union streets - that had their streets, curbs and sidewalks replaced in the past. Renovation of the test block will include a great deal of excavation because sewer lines will be replaced and the old railroad tracks will be removed, Plank said. After the underground work is finished, the street will be reconstructed; new sidewalks will be poured; and ornamental lighting, seating and trash receptacles will be installed.

Little Big Horn Going To Get Bigger

It doesn't look like much now, but where it has come from and where it will end up is a far cry from its present condition. "It" is referring to the back nine at Little Big Horn Golf Course on Old U.S.30.LBH, a nine-hole golf course since 1992, will be expanding soon into a full 18-hole course.The process of adding the second nine holes has been years in the making and is nearing completion. The date for the opening of the "back nine" is around Memorial Day 1999, according to owner and course superintendent Lee Webb. "Anything can happen between now and then," Webb said."Nothing is certain.If we get it seeded when we want to this fall and get it watered and not have too many disasters, we should be able to get it to be a golf course by then.
