He knew only what he read in a newspaper? That's disgraceful! He would never have heard any public outcries concerning the abuse of political power either, other than the occasionally editorial.

- WCDC Report WCDC Report Editor, Times-Union: As President of the Warsaw Community Development Corporation, I am writing to give a year in review report to the community.2004 was an exciting year for our organization highlighted by our cities ' celebration of it's Sesquicentennial.Many volunteers were involved in planning and assisting in the birthday party. The following businesses benefited from the City of Warsaw's Matching Grant program for facade improvements: Courthouse Coffee, WAWC, Bishop Books, Owens & Company, Bob List Photography, Readers World, Mosaique Restaurant and LRB, LLC. The assistance enabled many businesses to create a fresh clean appearance on the face of their buildings.We appreciate the City's cooperation with this program and look forward to working with additional building owners in this the third year of the program.

Emmons Takes Over As City's HR Director

Phyllis Emmons was introduced as the city's human resources director during the city council meeting Monday. Emmons, of South Bend, has been at work for a week with an office in the police station on Fort Wayne Street. She has worked in the human resources field for 20 years and has a bachelor's degree from Cornell University and a master's degree from Notre Dame. A native of Walkerton, she said she was somewhat familiar with Warsaw, through consulting work with Zimmer Corp.and as a member of the Workforce Investment board in the 1990s. Mayor Ernie Wiggins said the police station office is a temporary stop for Emmons."Depending on where we end up, she'll end up," he said alluding to the possibility of relocating city hall.

Delay In WCS Building Program Not Unexpected

This past Nov.10, in this space, I wrote the following: "If I was a member of the Warsaw School Board, I think I would be hard-pressed to launch into a major building program right now. It just seems like a bad time to go $41 million in debt.... "...Gov.Frank O'Bannon is talking about the state budget being in crisis and floating the idea that there might have to be cuts in education funding. "Pile on top of that the fact that property taxes are likely headed up anyway - somewhere in the neighborhood of at least 10 to 15 percent - because of reassessment and court-ordered restructuring of the state's property tax system.... "...So again, I wonder if now is the time for a school system to take on a bunch of public debt.

New Library An Asset To Community

I had a tour of the Warsaw Community Public Library this week. It is really quite an impressive facility. Even more impressive is the fact that it was a true community effort that pulled it together. Those who have been around awhile will remember that it has been a rocky road for the library over the past several years. There was a proposal back in 1992 for the library to move to the fairgrounds. But the local Taxpayers Action Network petitioned against it.They thought the price tag was too high. The TAN group won.They were successful in the remonstrance against the library's fairgrounds building plan. The debate caused a bit of a rift in the community.There were those who thought the library should move out of the aging Carnegie building. Others thought the library should stay downtown and renovate the existing facility. In the end, the stay-downtown crowd won and the library is here to stay.
