Local Lawmakers Have Different Budget Views

Down party lines, the House voted 53-44 Sunday to approve Indiana's two-year budget. The Senate voted 31-18 on the $21- billion budget. But at least one representative is hoping Gov.Frank O'Bannon vetoes the budget. Monday, State Rep.Bill Ruppel (R, District 22, North Manchester) said he is hoping the governor will veto the budget. "The new budget was passed.I voted 'no' on the budget," Ruppel said."Basically, there was only 53 votes from the House for the budget and they were all Democrats. It went straight party lines." State Senator Robert Meeks (R, District 13, LaGrange) said, "I voted 'yes' because ...I worked the last four months to put this together." State Rep.David Wolkins (R, District 18, Winona Lake) did not vote on the budget. He said if the budget came up at the last minute, a group of representatives agreed not to vote on it because they wanted time to review it, but Wolkins was about the only one who didn't vote.

Winona Planners Table Ordinance On Piers In Canal

WINONA LAKE - The Winona Lake Plan Commission tabled the pier ordinance again at Tuesday's meeting to make some changes. Commission member Rolly Ortega mentioned the two biggest concerns about piers in the canal are structure and whether piers should be set up parallel or perpendicular to the sea wall. Other issues include the date owners should have their piers taken down and the cost of renting space. The plan commission added to the ordinance that piers must be removed by Nov.1 and can be put back up April 1.The piers must be stored at the owner's or renter's expense and not just thrown up on the bank, said town manager Craig Allebach. "Pier removed and stored off site," clerk-treasurer Retha Hicks suggested be put in the ordinance. "That sounds good," commission member Craig Snow said.

Manchester Teacher Reinstated

NORTH MANCHESTER - A Reading Recovery teacher was reinstated during Manchester Community Schools' regular board meeting Tuesday. An educator for 25 years, Diane Sincroft, was told in April that, because of funding issues, she was laid off. Now, because of slight budget increases and community input regarding the program's importance, Sincroft has been reinstated. Three other programs were reduced in April: special education, gifted/talented and music. To determine which program should be brought back, the four areas were prioritized, with Reading Recovery ranking No.1. In other business, a plan that should save the school corporation $13,000 in electric bills every year was presented by Shane Quadri of Havel Brothers in Fort Wayne. Quadri presented the federal Public Facility Energy Conservation Program, a program available to schools to borrow, interest-free, up to $100,000 to upgrade equipment for energy efficiency.
