Erosion Ordinance Passed

With a couple of changes, as suggested by Brad Jackson, a stricter erosion control ordinance was approved by county commissioners Tuesday. The ordinance defines how violations should be handled, enforced and resolved. "We feel it is a strong document and really needed," said Matt Sandy, Kosciusko County Area Plan Commission assistant planner. For several months, a committee of lake-area residents, members of the Area Plan Commission and interested citizens crafted the ordinance and two others for the commissioners to review. Regarding the erosion control ordinance, Jackson scaled back fines to $20-$150 per day with a cap of $1,000.As originally presented, the ordinance called for a $50-per-day fine with no maximum amount. The fines would have to be established by court order. "The biggest enforcement tool will be revocation of building permits until the controls are in place," Jackson said.

Compromise Reached In Winona Rezoning

winona lake - Compromise was struck over a rezoning of property along Winona Avenue near the Argonne Road viaduct. Instead of rezoning the property along the south side of Winona Avenue from commercial to single family residential, the town plan commission agreed to rezone it to multi-family. The town's proposal, one of several rezonings that were considered house-cleaning, irked some landowners, who argued their property values would fall if rezoned to single family. Officials said the zonings proposed by the town will shore up minor inconsistencies overlooked for years. The property includes a vacant lot near the intersection, a small mobile home court and several houses. Although the request has been debated for several months and sent back by town council to the plan commission for further review, some property owners, including Gay Robinson, said they still didn't understand the reasoning for the zoning request.
