City, REMC Agree

In October 2003, the Warsaw city council denied the Kosciusko County REMC's voluntary annexation request. Friday, the Warsaw Board of Works agreed to an "in lieu of annexation" for the utility company.The city will provide sewer services from the property and REMC will be assessed and pay 50 percent of the taxes it would pay if the land were annexed. The utility's 24-acre property is north of U.S.30 and Corridor Drive, and east of CR 250E. In October the council vote to deny annexation was unanimous.Friday council president Jerry Patterson and Mayor Ernie Wiggins voted for the in lieu of annexation agreement.Board of works member and councilman Charlie Smith was absent. A contract between the city and Pierce manufacturing for as 100-foot platform aerial devise and equipment, commonly called a ladder truck, for the Warsaw fire department was approved. Costs for the custom-made apparatus is $756,832 and delivery is expected in five to six months.

Traffic Light Planned At U.S. 30, Ind. 19

ETNA GREEN - A full-fledged traffic light is expected at the intersection of U.S.30 and Ind.19 within a year. A copy of the Indiana Department of Transportation data report recommending that the light be placed there was presented during Tuesday's Etna Green Town Council meeting. According to the report, there were 31 traffic accidents at that intersection between 1994 and 1997.The report is dated April 30.In making the determination for the traffic signal at the intersection, the report noted that traffic volumes there have increased 35 percent from 1995 to 1999 and that the speed zone established in 1995 has been ineffective in reducing the number and severity of accidents occurring there. The intersection is currently controlled by flashing yellow lights for traffic on U.S.30 and flashing red lights for motorists traveling on Ind.19.

Suzuki Violinists 'Camp' At Winona

WINONA LAKE - Children in the Suzuki Violin Camp at Grace Brethren Church this week are as young as 3 and as "old" as 14. The Suzuki method allows students as young as age 2 to begin violin lessons.Parents agree to play classical performances as background music in the home.The training also includes simply watching others play. The technique, developed by Dr.Shin'ichi Suzuki of Japan, insists that children can learn music as easily as they learn a language. There isn't much watching at this camp.Classes and individual instruction are given by Betty Haag Academy teachers.Teachers from the Winona Lake Suzuki School are assisting. Local concert-goers will recall a recent appearance in Rodeheaver Auditorium by Haag's traveling group, The Magical Strings of Youth.

String Players Sought By Warsaw Symphony Orchestra

WINONA LAKE - "You gotta dream dreams," Dr.Patrick Kavanaugh said about forming the Warsaw Symphony Orchestra. He needs a few more string players for the WSO - more violinists, more cellists.The musicians in the string section he has are "excellent players.There just aren't enough of them." Three years ago Kavanaugh, executive director of the Christian Performing Artists' Fellowship, brought the MasterWorks Festival to the Grace College campus.Last year the fellowship office and the festival's headquarters moved to Winona Lake permanently. Kavanaugh dreams of an orchestra filled with musicians of all ages.The new group replaces the Grace Community Orchestra.High school players are welcome. "The orchestra is for all ages, grownups and young people.We're all on the same team," the conductor said. "Although the local high school emphasis is on bands and the wind instruments, I know there are high school-age players out there taking violin lessons.

Ind. 15N TIF District Process Started By Redevelopment Group

The first official steps toward creating a tax increment financing district along Ind. 15 north of Warsaw began Thursday at the Kosciusko County Redevelopment Commission meeting.The district has been a board topic for months, and results from the county's funding an increase in sewer line size from Warsaw to Leesburg. The town has been ordered to improve its infrastructure by the Department of Environmental Management. Warsaw's wastewater utility will provide services.The increase in sewer line size will allow properties along the state route to have wastewater services. Cost to the county is $350,000. The TIF district allows the county to earmark property taxes in the area for repayment.
