Salvation Army Bestows High Honor On Local Woman

WINONA LAKE - They say "the sun never sets on the Salvation Army flag." Anita Robb probably considers that as she watches night fall over the waters of Winona Lake from her home on the east shore. Robb, 94, received the Salvation Army's most distinguished award Friday - the Order of the Founder medallion - in the Army's office on Arthur Street in Warsaw. She and her husband, Loyd, served in the Army for 47 years. They retired as colonels. The Order of the Founder isn't handed out by the Salvation Army willy-nilly.Only 210 have been presented since 1917 (see separate story). Robb was honored for her pioneering social work in the Army's Central Territory, headquartered in Chicago since 1913. "This is just beyond my comprehension," Robb said of the honor recently at her Lake Shore Drive home.

Town Life Center In Manchester Gets Funds For Repairs

NORTH MANCHESTER -ÊJames Garber, chairman of the Town Life Center Planning Committee, proposed a $40,000 grant for Thomas Marshall School repairs Wednesday to North Manchester town council. Bricks from the school's parapet, or low wall lining the roof, are "loose and will require reconstructing," said the planning committee's proposal. Garber offered "in full disclosure" that Karl Merritt and Warren Garner, both councilmen, were on the committee as well.He said he was "not wanting to load this issue." The grant money Garber was asking for rests in a Department of Commerce fund that totals $78,000. The department stipulates the money be spent on "slum and blight" areas, or impoverished parts of town, and the money needs to benefit low to moderate income citizens.Garber said senior citizens automatically qualify. "Children's services are a good qualifier.Senior citizens' services are a good qualifier," said Nancy Reed, clerk-treasurer.

Sewer Line Topic Of Upcoming Leesburg Meeting

LEESBURG - A workshop with business owners along Ind.15, engineers and a representative from the Indiana Department of Environmental Management was scheduled during the monthly Leesburg Town Council meeting Monday. The topic of the workshop, which is tentatively scheduled for Oct.19 at 7 p.m.at the Leesburg Grace Brethren Church, will be the exploration of running Leesburg's proposed sewer line down Ind.15 rather than the originally proposed Old 15 route. Joe Tierney, of GRW Engineers, Indianapolis, said running the sewer down Ind.15 would be $100,000 more expensive due to obtaining easements and coordinating efforts with the Indiana Department of Transportation. The Ind.15 plan also took into consideration the possibility that the road could be widened to as many as five lanes in the future. The possibility of Warsaw becoming a factor in the sewer system was then discussed.
