City Saves Money By Refinancing Bonds

Financial issues took center stage Monday at Warsaw City Council, as the council refinanced storm water bonds, considered a contract with KABS, discussed an unsafe building fund and passed a salary ordinance. Storm water bonds issued in 1987 at more than 7 percent interest were refinanced Monday at 4.39 percent interest.The refinance will save the city more than $50,000 in interest over the life of the bonds, said Mayor Ernie Wiggins. The original bond issue was for $570,000; the council used $365,000 from the cumulative capital development fund to reduce the amount due, then refinanced $245,000 at 4.39 percent interest. "Basically, we're just refinancing the old bonds at a lower interest rate," Wiggins said. The council also will consider a one-year contract with Kosciusko Area Bus Service, in which the city would pay KABS $2,000 for KABS' services.

KCH Board Contributes $10,000 To Cancer Fund

The Kosciusko Community Hospital Board of Trustees presented an Impact Gift of $10,000 to the Kosciusko County Cancer Care Fund Committee to support local cancer patients in need of financial assistance. The main goal of the fund administered through the K21 Foundation is to ease the burden and financial stress that can occur due to a cancer diagnosis. The Impact Gift is available in 2003 because Kosciusko Community Hospital received the 2002 Silver Hospital of the Year Award from parent company Triad Hospitals Inc.KCH was honored with the award because of measured improvement in patient, physician and employee satisfaction levels as well as high ratings on operational indicators relative to other Triad facilities.With the Silver Award, the hospital received $150,000 to be applied internally for hospital improvements and externally for community health care.

Manchester OKs Road Salt Bid; Buys Police Software

NORTH MANCHESTER - Wednesday evening, the North Manchester Town Council approved bids for road salt from three companies.However, only one contract will be awarded. As is normal practice for the council, all three bids received were approved.The final contractor then will be decided by town manager John Mugford after he receives more information from each of the bidders. Mugford will choose between Morton Salt of Chicago, which bid $60.52 per ton; Cargill Salt of St.Clair, Mich., which bid $51.94 per ton; and North American Salt of O.P., Kan., which bid $50.24 per ton.Once Mugford makes his decision, he will notify the board. The town currently pays $48.75 per ton for the salt from Morton Salt, so each of the bids reflects a higher price.

Decision On Warsaw School Building Plans May Come Tonight

Warsaw School Board will meet at 7 p.m.today in the Washington Elementary School gym to consider last month's proposal to build two new elementary schools. At the May school board meeting, Dr.Dave McGuire, superintendent, proposed closing Atwood, Claypool, Jefferson and Silver Lake elementaries and building two new four-section schools - one in Winona Lake, to replace Jefferson, and one in Prairie Township, to replace Atwood and to take some of the burden off Leesburg and Harrison elementaries. At a meeting in Claypool June 9, it was announced that McGuire had changed his proposal and was suggesting that a new three-section school be built in Claypool, for students from there and from Silver Lake, along with the new Jefferson school.Nothing was proposed for Prairie Township. Tonight, the board will consider two resolutions: first, a 1028 resolution, required by the state when a building project is under consideration.
