City of Warsaw offices will plan to open at 11 a.m. Tuesday, Jan. 23, due to forecasted freezing rain and icing.


KDI Presents Updated Business Plan To County Commissioners

Kosciusko Development Inc.Chairman Roger Moynahan presented county commissioners with an expanded business plan Tuesday. The updated plan includes a full-time staff and that staff's responsibilities. KDI's executive board is asking for $100,000 in economic development income tax money, beginning in 2006.The county has guaranteed $32,500 to the organization and set aside the balance. "We're providing you with additional information about KDI's intentions," Moynahan said."Apparently, there were not enough details in previous presentations. "We want full-time staffing.Joy McCarthy-Sessing provides economic development services in conjunction with the Chamber.She's part time, supported by a part-time person.The full-time director's duties would be different than what we're doing today.

City Creates Leasing Co.

The Warsaw City Council met in special session Wednesday to establish the City of Warsaw Building Corp. A not-for-profit corporation is being created because the city plans to dedicate County Economic Development Income Tax revenues, among other funds, to pay for the proposed wastewater treatment plant. Using EDIT without going through a leasing company, Jeff Heck of Baker and Daniels explained, would cause the city to exceed the 2 percent debt limit.With this standard procedure and issuance of lease rental revenue bonds to pay for a portion of the project, the city's debt limit is not affected. The debt limit is affected by general obligation bonds. The organizational meeting of the building corporation's board of directors - Warsaw Mayor Ernie Wiggins, John Elliott and Bob Gast - is set for 11:30 a.m.Oct.29 at the Boathouse Restaurant in Winona Lake.

Governor Visits Warsaw To Talk Property Taxes

Governor Mitch Daniels visited three local Warsaw radio stations Thursday morning to address his proposed property tax plan.

Baldwin, Cleveland Tops At Lakeland

Julie Baldwin is the valedictorian and Melinda Cleveland the salutatorian of Lakeland Christian Academy's graduating class of 2001. Baldwin, the daughter of Chuck and Debby Baldwin of Winona Lake, will graduate with a GPA of 98.74 on a 100-point scale.She has earned the LCA Christian Service and Character awards, the Silver LCA Merit Pin, All A and A and B Honor Roll awards.She received a Gold Honor Cord and was recognized as a distinguished Christian high school student.She also was awarded the Selma McKrill Brown Scholarship, was a member of the cheerleading squad, performed in drama productions and was a member of the homecoming court.She plans to attend IPFW.

Ivy Tech Set For New Campus

Ivy Tech State College - Warsaw will open its doors for fall classes at its new location in the United Office Complex, 3755 Lake City Highway.Weekend classes begin Aug.17 and weekday classes begin Aug.19. The state legislature's budget committee recently approved a lease agreement between Ivy Tech and Sprint, owner of the building.Contractors are readying the 20,000-square-foot space to accommodate the current level of programming and services. Meanwhile, Ivy Tech staff are registering students at the Lakeview Middle School location, 850 E.Smith St., the campus home since 1991. "The staff are doing a beautiful job of advising and registering students while packing up for our move," said Joann Walgamuth, Warsaw campus executive dean. "This is a very hectic time for us.We know moving into our beautiful new campus will make all our efforts worthwhile," she said.

Claypool Gets $130,000 Focus Grant

CLAYPOOL - The town has received a Community Focus Fund grant of $130,000 that will be used to repair a water storage tank and well pump, replace water lines and purchase a new generator and alarm system, the town council announced Monday. A 10 percent match is required from the town. The CFF program is administered by the Indiana Department of Commerce and is part of the federally-funded Community Development Block Grant program. Eligible projects include infrastructure improvements, child care facilities, senior and community centers, downtown revitalization and fire stations and fire trucks. Board member Duane Allen tendered his resignation from the council effective July 1.Personal reasons were cited.He also resigned from the fire department and his position as chief.Larry Neher was named the new chief. Allen was entering his fifth year as a council member and had volunteered for the Clay Township Fire Department for a decade.

KCOnline Tower Plan Hits Zoning Snag

A request to erect an 80-foot tower in downtown Warsaw has run into a snag for a local Internet service provider. KCOnline, which operates its technical center out of a building along Winona Avenue in Warsaw, is seeking to install an antenna, but at least one property owner questioned the plan Monday during a board of zoning appeals meeting. The issue was not resolved, but members of the board are left with a perplexing choice. KCOnline needs the tower next to its equipment, which includes two T-1 cable lines and hundreds of phone lines.Relocating the equipment would cost thousands of dollars and would be a "logistical nightmare," said company president John Webster. The property is located at 302 E.Winona Ave. But a neighbor, Bret Wolf, said the tower would be an aesthetic intrusion to his property, and cited other concerns.The tower would be about 15 feet from his breezeway door.

Commissioners To Hear Planning Proposals

Several changes to the Kosciusko County zoning and subdivision control ordinances will go before the Kosciusko County Commissioners at one of their upcoming meetings. The Kosciusko County Area Plan Commission approved Wednesday to recommend the changes to the commissioners. Some of the changes include: • Allowing agricultural tack shops or agricultural-related trucking operations in an agricultural-zoned area as exception uses or permitted uses. • Allowing residential fences 6-feet high to be extended to the 35-foot setback from the water's edge and then 3 feet to the water's edge.Currently, residential fences can go only out as far as the home. • Allowing in any district a landowner to erect a sign, which cannot exceed 2 square feet in surface size, which states a name, address, professional activity or other message. • Allowing 32 feet of signage in connection with any church, temple, school or similar public building.


County Fairgrounds Making Accessibility Improvements in Response to Lawsuit

The Kosciusko County fairgrounds is in the process of a makeover after a Warsaw woman filed a lawsuit in September.
