Manchester Schools To Seek Funds From Bond Bank

NORTH MANCHESTER - Manchester Community Schools Acting Superintendent Kim Thurston etched a bleak financial picture due to reassessment and sought approval for using the Indiana Bond Bank for funds. "We're going to need it in January," Thurston told the school board. The board unanimously approved the measure.Board members Larry Miller and Caryle McLaughlin were absent. MCS will find itself in an emergency cash flow situation in January, Thurston said."All I know is we have to make payroll." The corporation has up to $9.1 million available from Indiana Bond Bank. Indiana won't provide the basic grant distribution in January, Thurston said. And the state will hand out only one-third of the total amount of property tax replacement credit to school districts in the first six months of 2003.The districts usually receive half.

Manchester Golf Team Searches For Consistency

NORTH MANCHESTER - First-year coach Jody Shewman looks only for the basic things as she tries to build a competitive golf team at Manchester. "We're very young," she says."The biggest thing we're going to work on is keeping our average down.Just learning more about the game - some of them aren't sure what to do here or what to do there." Manchester, which has five returners on its roster of seven, has had one practice this season.Heidi Wieland, Jodee Ruppel, Tasha Cox, Becky Marcum and Demara Knight are the returning golfers.Wieland is the only senior, so Shewman has a chance to build for the future. Katie Parker, a junior, is a newcomer.Parker plays basketball and softball, and now she's trying to add golf to her list.Shewman said Parker hasn't golfed much before, but she also said she has a good shot at being one of the five to make the varsity team.Shewman likes what she has seen from Parker after one practice.

Rigdon Stumps District

Jay Rigdon believes the number of unemployed workers in northeast Indiana is a travesty. Steuben County has a 9 percent unemployment rate; the rate is 7 percent in Noble, DeKalb and Whitley counties; more than 5 percent in LaGrange and Allen counties; and 4.6 and 4.5 percent, respectively, in Elkhart and Kosciusko counties. "If those were national numbers, the country would be up in arms," the Democrat said Thursday. Since announcing his candidacy for the U.S.House of Representatives seat in May 2001, the local attorney has gone door-to-door throughout the newly created Third District, meeting with more than 5,000 citizens in the last 16 months. This summer he and his family have walked in as many as three parades a day, talking to people gathered at festivals.
