Manchester Discusses Town's Future Plans

NORTH MANCHESTER - Twenty-six North Manchester community members discussed the town's 20-year, comprehensive plan Tuesday with Dean Rundell, from Rundell, Ernstberger & Associates, Muncie, at North Manchester Public Library. "The comprehensive plan is a physical manifestation of whatever our hopes and plans are for the community.The perception you have about the community is very important," said Rundell, who led the discussion. Local officials "have taken the initiative to bring this up to date," he said.The completed plan is not law, but it could lead to updated ordinances as a legislative means of carrying out the plan. "Opinions might be different," said Rundell, starting the discussion."We are trying to develop an overall perspective." Rundell asked for North Manchester's strengths, weaknesses, opportunities and threats.

Streets get facelift this summer

SOUTH WHITLEY - The relative peace and quiet of the town's downtown area will be replaced this summer with the sound of jackhammers, dump trucks and the shouts of construction workers as the streetscape undergoes a long-anticipated facelift. The folds and wrinkles of the uneven and crumbling sidewalks will be hauled off and replaced with smooth concrete, bordered with memorial bricks and lined with ornamental street lights. Citizens received a construction schedule from Gove Associates engineer Jerry Williams Wednesday during a special meeting of the town council. The sidewalk reconstruction project is the brainchild of South Whitley's Main Street organization, a project that has come to fruition after four years of planning.

Traffic Stop Leads To Drug Arrests

A routine traffic stop by the Bourbon Police Department resulted in the arrest of two individuals from the Oswego area on various charges by the Kosciusko County Drug Task Force.

County Seeks Funds From Innkeepers' Tax

To gain more control over county innkeepers' tax revenue, the Kosciusko County Council approved a draft for a bill for the state legislature Thursday. Currently, all revenue from the innkeepers' tax goes to the Kosciusko County Convention and Visitors Bureau. According to county councilman Larry Teghtmeyer, the council had previously discussed using some of the innkeepers' tax monies the CVB receives for capital expenditures in the county.Currently, however, there is no legislation that allows counties to use those tax dollars for capital projects. Under the council's direction, Teghtmeyer and councilman Brad Tandy, an attorney, looked into the issue and found that other counties have had their local representatives work for them to get such legislation written.The draft approved by the council will be forwarded to State Sen.Kent Adams so that if Adams approves, he can get the legislation approved at the state level for Kosciusko County.

Police Nab 4 In 2 Raids

MILFORD - Police confiscated almost $8,000 and a pound of marijuana in two coinciding raids Tuesday night on Milford's east side. Milford Police Department, with assistance from Kosciusko County Sheriff's Department, served search warrants at 9 p.m.at a house at 107 East St.and a mobile home at 317 E.Smith St. The searches, which are the result of more than a year of surveillance, yielded four adult arrests and one juvenile detention. Authorities at the trailer kicked in the door when residents refused to open it. Once police secured the three adults at the mobile home, North Webster's K-9 unit searched the residence and located more than 30 grams of pot and a bag containing $7,860.Kosciusko County Prosecutor David Kolbe said he was surprised at the amount of cash found in the home.

Program Helps Local Couple

It wasn't just the expense of one repair that kept Lyle and Kathy Meeker from repairing the problems they were having with their home. It was the total of all expenses that made starting the repairs impossible. When Warsaw City Inspector Pam Kennedy was inspecting houses for their neighborhood association, she recommended they apply to the Warsaw Housing Authority Owner Occupied Rehabilitation Program. They jumped at the chance.Calling WHA, they found, to their surprise, that they were eligible for the program. "We didn't think that we could qualify for it because we can meet our day-to-day needs," said Kathy Meeker. According to WHA administrative assistant Catharine Walker, most people do not realize they fall within the income guidelines. Last July, the family began the process that led to securing a contract for repairs through the WHA.

Concern expressed over storage condo

Neighbors don't always agree. At the Kosciusko County Board of Zoning Appeals meeting Tuesday, neighbors were not happy with James Lemberg's petitions for an exception and for a variance. The exception was for the construction of an accessory building (storage condo) on a lot with no principle structure in a residential district.The variance would permit the construction of the storage condo to be 20 feet from the right of way of Lake View Trace.The property is on the north side of Ind.13 and zero feet west of Lake View Trace in Turkey Creek Township. The exception was continued from last month so Lemberg could provide the board with a drainage plan.Last month, there was also a question of setbacks, which the variance request addresses, said Dan Richard, Area Plan Commission director.

Lifeline Group Plans Juvenile Housing Facility In Pierceton

Lifeline Youth and Family Services plans to build a juvenile housing facility and school within the town limits of Pierceton. The facility will house juveniles ages 8 to 18 who are placed there through court order or from other agencies. Wednesday, the organization petitioned the Kosciusko County Area Plan Commission to rezone 59 acres from an industrial 2 district to a public use district.The property is on the north side of Pequignot and 200 feet north of CR 250S in Washington Township. The plan commission approved to recommend to the Pierceton Town Council to approve the petition.On rezonings, the plan commission is only a recommending body.The town council has final approval of the petition as it is within the town's limits.The town board will hear the petition Monday at 6:30 p.m.in the town hall.

Limited Recycling Remains Available

Although glass is no longer accepted at any of the Kosciusko County Solid Waste District's remaining recycling stations, recycling of paper, aluminum, steel and plastics still is available at seven locations throughout the county. The stations are: in Milford, south of town on Ind.15; in Syracuse, west of England's Diner; in North Webster, Lance's Supermarket parking lot; in Leesburg, on Ind.15; in Warsaw, behind the KC Recycling Depot, 220 S.Union St.(south of Market Street); in Mentone, behind town hall; and in Silver Lake, west of Ind.15 and south of Ind.14. District director Sue Studebaker told the board of directors Tuesday the office has received "tons and tons" of calls from people about the non-acceptance of glass items. She said despite public service announcements, advertisements and signs at each station, the public still doesn't understand there is a recycling station available in Warsaw.

Sidney Residents Quiz Engineer Regarding Sanitary Sewer Project

SIDNEY - No one went away happy about the prospect of a sanitary sewage project in the town. More than 40 residents heard about a proposed system from town council members Kenny Koontz and Harold Lent, who turned the meeting over to Benjamin Adams of Schnelker Engineering Inc., Fort Wayne, in the fire station Saturday morning. Adams has designed a sanitary sewage collection and treatment system with a capacity of 15,600 gallons per day.The effluent would be discharged to the Koontz ditch. The central collection system proposed is to be of the gravity flow type with pump discharge of the sewage to the treatment facility, a waste stabilization pond. The council has an option on 53 acres southwest of town to build the treatment pond.The property is at Ind.13 and CR 900. "It's not a negative thing," Adams said of the project.He said such a system would increase property values and allow the town to grow.
