Warsaw Stifles Col. City

It may not be pretty, it may not earn many style points, but it is getting the job done. After the first week of the season, an inexperienced Warsaw Tigers boys' basketball team has three wins against three good opponents, and it doesn't really matter how they are getting it done, as long as they are doing the job. "It (the first week) is very difficult because of the fact there is just not enough time to get ready with our inexperienced team," Warsaw coach Al Rhodes said."Last year, I wouldn't have thought twice about this stretch because we already knew our offenses and defenses basically.We were more ready for different situations to arise." Besides the wins, another constant has been the defense of the Tigers.Warsaw is 3-0 despite having scored 63, 63 and 56 points in those three games.And the reason is defense, having given up only 59, 62 and 46 points in the three games.


United Way Welcomes 2004 Pacesetter Companies

United Way of Kosciusko County welcomes the companies that will lead the United Way 2004 campaign.Nelson Beverage, SYM Financial, Biomet Inc.and Dalton Foundry will "set the pace" for all other Kosciusko County companies for the community campaign. Pacesetter companies are taking a leadership role in the 2004 United Way campaign. Pacesetters run their companies' employee campaigns before the end of August. Pacesetters are volunteer companies that find new creative ways to raise dollars from their company for the community.Companies have internal "keyleaders" who will recruit team members within the company, and who will then plan and orchestrate the running of the campaign.Keyleaders then assist other companies by giving them new ideas and things that worked for their company.

Manchester Opts For Court Order To Repair Property

NORTH MANCHESTER - Town attorney Charles Tiede urged the North Manchester Plan Commission Monday to obtain a court order to make repairs on Toby Seiler's property. The commission unanimously approved the measure. A recent court judgement favored the commission's plea to correct the problems.Seiler has objected to the town's orders to clean up his property, which is along Main Street. Commission member James Garman said they are too lax with people who brush off orders.He said he endorsed using the court order to solve the problem with Seiler. The court order would back up the town entering Seiler's property.If Seiler interferes, he can be cited with contempt of court, Tiede said. Indiana Code gives authority to bring action against an unsafe property in court.Costs will not accrue against the authority. The commission plans to have a structural engineer inspect the Seiler property.

Education Still A Popular Degree Despite Cutbacks In Indiana Schools

Despite more and more Indiana public schools laying off teachers every year, new college students are still flocking to enroll in teacher education programs.Recent figures show that education is still the No.3 preferred major for enrolling first-year college students.But what happens to these elementary and secondary education majors after graduation? At Manchester College, Dr.Lindan Hill, director of the teacher education department and a retired superintendent of Howard County Eastern Schools, said the education department is seeing some decrease in teachers placed in jobs. "When finances are good, Manchester College will place nearly 100 percent of the teacher candidates," Hill said."In bad times, you see those numbers drop.To 75, sometimes 50 percent. "When schools reduce, the effect is immediate," Hill said, referring to teacher placement rates.

Report Touts Ways To Boost SATs

Increasing the number of Indiana high school students who take academically challenging courses is one way to improve Indiana's SAT scores, according to a recently released report. The study, commissioned by the Indiana Association of Public School Superintendents, recommended increasing the percentage of Hoosier high school students who seek honors diplomas. In 1996, the study found, SAT (Scholastic Assessment Test) takers who earned honors diplomas scored on average 244 points higher than regular diploma earners. For example, in Indiana, the reported average score in 1996 for all SAT takers was 988.The reported average score for honors diploma earners was 1179. As a result, the report issued four recommendations for expanding access to the honors diploma: • Middle school curriculum should prepare students for high school honors programs. • High schools should increase the availability of honors diploma courses.

Plan Commission Recommends Ordinance, Zoning Changes

• Ordinance changes to be sent to commissioners Amendments to the county's zoning and subdivision control ordinances will be forwarded on to the Kosciusko County Commissioners. Wednesday, the Kosciusko County Area Plan Commission unanimously approved recommending the changes. Under permitted uses, "apartments" was reworded to "multi-family dwellings." Parking spaces required for multi-family uses are proposed at four per dwelling unit, including covered or enclosed spaces. The definition of a multi-family dwelling is a residential building designed for three or more families, with the number of families in residence not exceeding the number of dwelling units provided.An amendment to the definition is that a multi-family dwelling may include but is not limited to apartments or condominiums.

Ed-Flex Is Good At All Levels

There is a significant debate going on right now over education, the federal government and something called Ed-Flex. That's short for education flexibility, of course.The basic premise is that the federal government will loosen up the restrictions on funds sent to the states for education.The idea is that states will have a lot more freedom to spend federal money as they like, on programs they believe will best benefit their particular school system. I think it sounds like a wonderful idea.It is akin to the block grant programs that have become popular around Washington in the past few years.In those programs, money is turned over to the states and the states administer the programs.This saves money because most of the cost of Washington bureaucracy is eliminated. This has always made sense to me. A shooting analogy comes to mind.The closer you are to the target, the easier it is to hit. I believe this is especially true when it comes to education.

The Return Of Congress

They're baaack. Our congressmen, that is.It is the 109th Congress and it's back in session. It will be quite interesting to watch these guys operate this time around. There are some pretty weighty issues to deal with.And at the risk of being accused of a lack of fairness, I must say the last thing a congressman wants to do is take a stand on a weighty issue. But that's the dilemma into which the congressmen of the 109th have been thrust. Do we make those tax cuts permanent? Do we expand that prescription drug benefit? How much do we spend on the war in Iraq? Do we reinvent Social Security? What about immigration and federal caps on medical lawsuits? They've pretty much already written off any meaningful income tax reform for this session. And the spending, my word, the spending. I used to be critical of Bill Clinton because discretionary spending during his administration was running at an average annual growth rate of 2.4 percent a year.
