- Summer Reading - CCQE Summer Reading Editor, Times-Union: "Once Upon A Time ..."begins the story of this year's summer reading program at the Warsaw Community Public Library.Talented storytellers presented great programs using various means: paper-cutting stories, mystery-fold stories, stories that stick, historical stories, song telling, mimed stories, fairy tales using hand puppets and marionettes plus stories in BOOKS.Children, teens and adults reported reading 50,945 books! Registrations for the summer reading program totaled 1,336: 923 children, 171 teens and 242 adults.

Public Is The Operative Word In Phrase 'Public Official'

Sometimes you've just got to wonder if public officials need to take a refresher course in "being a public servant." Maybe it's the fact that they control large sums of money, maybe they just like telling other people what to do or maybe they've been in office so long they begin to believe they're in charge. Whatever the reason, many elected officials in this area succumb to what former Times-Union reporter Ruth Anne Lipka called the "Secret Squirrel Syndrome."You know the type - the less they tell the public, the better, because it's not really the public's business anyway. Police use Secret Squirrel tactics a lot, but usually with a reason - they don't want to reveal all of the details of an investigation or they don't want a bad guy to know they're on to him. But when that attitude is adopted by a public entity - say, a school board - it could be bothersome. Monday's Warsaw school board meeting was a perfect example of that attitude.

- Animal Welfare - Roemer - License Bureau Animal Welfare Editor, Times-Union: On Nov.1, the Animal Welfare League will be taking over operation of the county animal shelter.At that time, this shelter could not possibly be entrusted to any more responsible and caring people.I have been extremely impressed with the men and women of the AWL since I joined 10 months ago.They are deeply concerned for every cat, dog, kitten and puppy living in this county.

Wasn't It Nice To Watch Mark McGwire?

It was nice to see St.Louis Cardinals first baseman Mark McGwire displace some of the gloomy news on the front page earlier this week. McGwire broke the single season home run record held by Roger Maris since 1961.But, of course, unless you live in a cave, you already knew that. You already knew that because it grabbed the attention of a nation numb from bad news. The scandals in Washington.The Asian financial crisis.The Wall Street uncertainty.The crumbling Russian political and economic scene.To top it off, a jetliner falls out of the sky. So when McGwire broke the record, it was very uplifting for all of us. The game Tuesday night drew a 12.9 rating.That equates to about 42 million viewers. That's only about half of what the Super Bowl draws, but it's still a lot of people. Now I will be the first to admit that I am not a huge baseball fan.I watch a few games a year, mainly late in the season and during the playoffs and World Series.

Economy, 9/11 Take Toll On Local Charity

Times-Union Staff Writer First the economy began slowing down. Then there were the Sept.11 terrorist attacks. Last week, several tornadoes blew through northern Indiana, including Kosciusko County, causing destruction along their paths. Local service agencies responded to each problem as quickly and as much as each agency could. But what kind of impact have those events had on the agencies themselves? Sandra L.Mafera, United Way of Kosciusko County Inc.executive director, said, "We kicked off our fund drive for Kosciusko County on Sept.7.It was well attended.We were ready to roll." More than 100 volunteers attended the kickoff to help raise $1.1 million for the United Way. But four days later, after the terrorist attacks, Mafera said, "We became a bit paralyzed.We never thought this could happen on our land."The campaign slowed down and people involved in the fund-raising took time to reflect on what happened.

Local Charities Join Forces To Better Serve The Less Fortunate

Combined Community Services has assisted more than 5,200 households so far this year. The Salvation Army helps 160 families each month, Our Father's House provides food for an average of 50 families each day and Helping Hands of Mentone serves 150 families in the Tippecanoe Valley school district. "We've been seeing five new families each week," Mary Secrist of Helping Hands said this week."We'll provide Thanksgiving Day food beginning Nov.25." The Mentone-based charity will have food Dec.20 for all families of the Tippecanoe Valley school district needing assistance.Gifts will be distributed as they are available. More families are expected to feel a financial pinch as utility rates increase for heating during cold weather months. "Unemployment in Kosciusko County is still up and many of our neighbors are either unemployed or underemployed," said Darlene Redinger of CCS.

Winona Council Discusses Alternatives To Boat Trailer Parking

WINONA LAKE - Former town council member Dick Taylor appeared at the town council meeting Tuesday with a few suggestions. He advised the board that there were places for people to park boat trailers, places that had been considered as parking areas in the past. At the last meeting, the board passed an ordinance limiting parking of boat trailers to one hour in public parking spaces. "You should offer an alternative for people who visit or who live here and have no room to park a trailer," Taylor said."I've lived here since 1944 and the streets aren't any bigger, but what we put on them is a lot bigger." An area across the Cherry Street bridge was considered for a public access ramp with a parking area at one time, Taylor said, and could be used for that purpose now.He recommended a small parking fee be collected so there was a financial benefit to the town, too.

Schools Looking At 2007 Funding

Sept.20 is the last day for school corporations to adopt a 2007 budget. But planning for the budgets may have started anywhere from a few months to a couple of years before the deadline. Warsaw Community Schools Chief Financial Officer Kevin Scott and Wawasee Schools Director of Finance Jim Evans talked Thursday afternoon about the ins and outs of budgeting. Local schools may have up to eight different funds in their budget.Neither Wawasee or Warsaw has a referendum fund, leaving the school corporations with seven funds, including general fund, debt service, retirement/severance bond debit service, capital projects, school transportation, bus replacement and special education preschool.

Miller, Tom Join Economic Development Board

"It isn't that I was getting bored and looking for work," said Dane Miller, about his state-level appointment to the newly formed Indiana Economic Development Corporation Board of Directors."I'm truly honored to work on this commission for a governor, who, I think, is going to be a great leader of this state." Gov.Mitch Daniels named Biomet's Miller and Tom Farms' Kip Tom, along with several other entrepreneurs, business and manufacturing executives to the new board.The board will coordinate Indiana's economic development efforts and be closely involved in statewide strategy for growing the Hoosier economy. "I'll reprioritize things," Miller said this morning."Biomet and the family will not suffer but some other things might.
