Miner Gives Opinion On Barking Dog Ordinance

A group of Kosciusko County residents, led by Herschel Rainwater, have complained to the county commissioners for more than a year about the need for a nuisance ordinance. Their biggest nuisance, they said, is barking dogs. Kosciusko County Commissioners have not taken any action and have not said publically if they will or will not.Tuesday, the commissioners' attorney, Michael L.Miner, presented to the commissioners remedies presently available to citizens as protection against barking dogs and other similar nuisances. In his memorandum, Miner said several statutes in Indiana provide some measure of protection. Indiana Code 15-5-9-13 provides that it is an infraction for an owner to allow his or her dog to stray beyond their premises.Indiana Code 15-5-12-3 provides misdemeanor penalties if a dog bites or attacks another person.Two other Indiana codes provide requirements for importing wild animals and require a permit to possess a wild animal.

Town Hall Mtg. Tonight On Education Funding

Warsaw's two state representatives will be available tonight at a town hall meeting to publicly discuss education funding in Indiana. State Sen.Kent Adams and state Rep.Dave Wolkins will attend the meeting at 7 p.m.today in Lakeview Middle School's auditorium. The idea for the town hall format was proposed at the Feb.17 Warsaw School Board meeting.Shortfalls in state funding for Warsaw Community Schools have been blamed for the need to cut high school teachers and elementary school counselors from the WCS budget. Rande Thorpe, business manager for WCS, has long been a proponent of revising the state funding formula for education.At the school board meeting earlier this month, he said WCS does not receive as much money per student as the state average. He said the 2002 average state expenditure per student statewide was $4,895, but in WCS the average per student was $4,710.

Milford daycare center tells town council of financial difficulties

MILFORD - When the state dropped the child daycare voucher program last year, local not-for-profits were hit hard. New Beginnings Daycare, Milford, is operating $15,000 in the red due to lack of funds. New Beginnings board president Deb Gillum and board member Becky Alles attended the Milford Town Council meeting Monday to make the town aware of the daycare's plight.

WHA Has Too Many Clients

The Warsaw Housing Authority continues to add people to its waiting list, but isn't issuing any new rental vouchers until the number of clients is reduced. The agency is at 105 percent utilization, which is higher than executive director Laura Kaufman would like to operate.The number of people searching for housing recently was reduced from 31 to 13 when their vouchers expired before they were able to locate adequate housing.There are about 330 people on the waiting list, but no new vouchers will be issued until the numbers come down. The numbers have remained high because fewer people are leaving the program.For instance, Kaufman said, eight people were added to the rental-assistance program in March, while only two families left the program. In other business, WHA board members learned at their Monday meeting that letters were sent to Owner-Occupied Rehabilitation clients who are behind in their loan repayments.
