Attorney General

BY JENNIFER PERYAM, Times-Union Staff Writer There were 300 instances of unclaimed property in Kosciusko County totaling $117,358.63 last year, and Indiana's attorney general is encouraging Indiana property owners to claim it. Indiana Attorney General Steve Carter was in Warsaw Tuesday to promote a public awareness campaign program - IndianaUnclaimed.com - to encourage property owners to claim their unclaimed property. The campaign includes billboards, newspaper, television and radio ads informing property owners of the possibility of property they have that has been unclaimed. An unclaimed property database can be searched 24 hours a day, seven days a week at www.IndianaUnclaimed.com Carter said the Attorney General's Office returned more than $26 million to property owners last year, a $5 million increase from 2004.

Education Seen As Hot Topic In Legislature

Education reform is expected to be one of the hot topics in an otherwise low-key Indiana 1998 legislative session, members of the Indiana Chamber of Commerce said this morning. At the annual Legislative Preview, area business representatives were told that ICC expects a battle over how funds are allocated to education in the state. The amount spent on education is not at issue, said Derek Redelman, director of ICC's education policy, since Indiana is 12th in the nation for total education expenditures, sixth in average teacher salary and 19th in non-adjusted per-pupil expenditures. "Our problem is not the investment, it's the return on the investment," he said. Compared to other states, Redelman said, only 20 percent of eighth-graders in Indiana are proficient in math and 33 percent of fourth-graders are proficient in reading. That standing hurts Indiana's economic development on a national and international scale, he said.

Warsaw Bell Schedules

Editor, Times-Union:Moving to a seven-period day and a balanced (year-round) schedule is touted by the superintendent as being "good" for students. There may well be good reasons to go to a balanced schedule, but academic improvement is not one of them.

Welfare Sentence Imposed

A Winona Lake woman was sentenced last week in Kosciusko County's first conviction for welfare fraud. Jeanette S.Hernandez, of Robson Road, Winona Lake, pleaded guilty to criminal conversion, a Class A misdemeanor, in Kosciusko County Court. She was sentenced to a year in Kosciusko County Jail, with all but 10 days suspended; formal probation for one year; a fine of $1 plus court costs of $123; and restitution of $3,725, including $2,290 for Aid to Dependent Children and $1,435 in food stamps. According to court documents, Hernandez reportedly continued to collect welfare benefits and food stamps even though she was working full-time and her income exceeded the welfare limit. Genyce Dirico, Hernandez's caseworker, said the department's initial suspicions were raised during the food stamp audit in June 1995. "You just have an instinct that possibly she was withholding some information," Dirico said.

Sprint CEO Visits Warsaw; Gives Info On New Company

With the recent merger of Sprint and Nextel, the decision was made to spin off the portion of Sprint that provides local service in Warsaw and several surrounding communities. Daniel L.Hesse, the chief executive officer of Sprint's local telecommunications division, met with a representative group of Sprint employees to explain the new corporate structure and answer employees' questions. Hesse is no stranger to northern Indiana - he received his bachelor's degree from the University of Notre Dame.He holds master's degrees from the Massachusetts Institute of Technology and Cornell University.Hesse has spent more than 27 years in the telecommunications industry, with 23 years at AT&T, including various senior management positions.

Tippy Valley Board Reorganizes

The Tippecanoe Valley School Corp.Board of Trustees elected officers for the 2003-04 school year Monday night. Mark Wise was elected president, Hal Hoffman, vice president, and Rod Eaton secretary.The board also appointed Deb Baumgartner treasurer, Linda Murphy deputy treasurer, Dr.Francisco Negreros physician and Dave O'Brien president of the board of finance. In other news, the board: • Discussed the first reading of a new school board policy regarding the enrollment of homeless students.The policy is part of the federal "No Child Left Behind" legislation and allows for the cooperation of the school board in providing needed immunization, transportation and social services and enrolling the student while these are being worked out.

WCDC Wants To Move Into City Hall

John Elliott commented on his recent appearance before the Warsaw city council during the Warsaw Community Development Corp.meeting Thursday. He requested the annual $12,000 donation to the group and asked for office space in city hall. Currently the WCDC offices are housed in the Chamber of Commerce building and monthly rent is $500.Lease space from the city would be about half that amount. Elliott said it would aid in communication during implementation of the HyettPalma downtown action agenda, too. The members heard a report from executive director Carmen Lock regarding the City of Lakes Festival.Income generated included $4,250 from crafters, $1,400 from food vendors and more than $9,000 in donations, for a total of $15,050.

New Claypool Subdivision Looking For Homeowners

CLAYPOOL - The streets and curbs are installed as well as the "plumbing."Now all Great Beginnings subdivision, on CR 700S, west of Claypool, needs are a few prospective homeowners. "Two years ago I had 28 families interested in applications," said Bob Murphy, developer of the housing project."Now they've all found places to live.We've had a few delays." Great Beginnings subdivision is a federally subsidized project and low- to moderate-income individuals or families are eligible for mortgages. No down payment is required and $15,000 in equity will be forgiven over five years thanks to the Federal Community Development Block Grant I fund. The homes range in size from 1,150 square feet to 1,375 square feet. "It's a heck of a deal," said Tim Kelty, Murphy's associate. In unfunded subdivisions the prospective homeowner picks up costs of infrastructure installation.This grant allows infrastructure costs to be forgiven.

Manchester Patrons Express Concerns About Elementary Reconfiguration

NORTH MANCHESTER -ÊIn nearly a carbon copy of the first meeting at Laketon Elementary, parents shared the same concerns Tuesday about elementary school reconfiguration possibilities. Class size and busing loomed as the largest issues. Parents said the task force needs to investigate other avenues for alleviating the problem. Both elementary schools are "significantly below" the state's average, according to the feasibility study.Laketon Elementary has smaller classes than Manchester, though. "Class size does make a really, really big difference," said Diane Sincroft, Manchester Elementary teacher. Beth Rosen, a first-grade teacher at Manchester Elementary, agreed.A 25-student class doesn't allow for individual attention, especially when first grade is the "largest window for learning to read," she said.

Carpenter Running For Commissioner's Seat

Christy Carpenter, Claypool, is a Kosciusko County Commissioner candidate for the southern district.She will appear on the Republican Party ballot along with incumbent Avis Gunter and Bob Conley during the May 2 primary election. Carpenter said she would bring youthfulness, common sense and a hard-working lifestyle to the office. New to the political arena, she said, "I can ask questions, listen well and am willing to do research. "I ask questions like 'How well does the program do? How does it help us?' I like to know what's going on and if I don't have the information, I'll ask questions." Carpenter is employed by Tippecanoe Valley School Corp.She is a bus driver with seven years experience.

Millar Named District Biologist For Kosciusko County

He's always enjoyed animals. As a child, he wanted to be a zookeeper or veterinarian.But, through a chain of events, Randy Millar became an assistant property manager and certified biologist with the Indiana Department of Natural Resources, Division of Fish and Wildlife. Recently, with the department's reorganization, Millar was named as the district biologist for Kosciusko County, while still maintaining his duties as the assistant property manager of Tri-County Fish and Wildlife Area. His duties as assistant property manager include helping to maintain public lands.As the district biologist, he will assist private landowners. "I'm willing to help (private landowners) with wildlife management issues," Millar said.

Milford Treatment Plant Design Expected Soon

MILFORD - Sometime during the next couple of weeks, Milford utilities superintendent Dallas Winchester said, the engineering design and cost estimate for the new wastewater treatment facilities should be completed. At the Milford Town Council Monday, Winchester said they anticipate that in April, any necessary ordinances that need passed will be introduced.From there, the town will have public hearings, public notices and hear any objections. Bids could come as early as summer. "There's a plan there.Hopefully, we'll meet all the dates on the plan," said Winchester. Bidding for the project could be in July with construction in August.But, in order to get the best rates and bids for the project, Winchester said they may move that timetable. The cost for the construction of the new plant, including engineering fees, is estimated at $852,000.
