Board told of problems in state disbursements, reassessment delays

School corporations statewide are suffering financially, and Warsaw Community Schools is no different, the Warsaw school board was told Monday. Rande Thorpe, WCS business manager, said the state's Department of Local Government and Finance still has not approved WCS' 2003 budget. "That has never happened, to my knowledge. They're not operating business as usual," he said. In January, WCS borrowed approximately $9 million in tax anticipation warrants to make ends meet until funds collected through property taxes were received from the state. However, because the reassessment is not complete, the county can't prepare the tax bills, people won't pay taxes and the school corporation won't get its money, he said. He said he anticipates WCS receiving local property taxes in October, and they usually receive half in May and June and the other half in November and December.

Residents Warned Of Gerber Scam

Northeast Indiana residents should be wary of offers concerning a class action suit against the Gerber baby food company, a representative of the Indiana State Attorney General warns. Area residents have reported receiving offers to be part of a class action settlement - if they would only send in a copy of their child's birth certificate and social security number. A private class action suit was filed against three baby food makers for price fixing, according to Rich Schneider, a representative of the Indiana State Attorney General. But filing for the small awards, less than $45, ended Jan.31 and the suit did not include Indiana residents. All sorts of rumors have sprung up about the settlement, he said.He also said that at no time during that settlement were consumers asked to give a birth certificate or social security number.

Grace's Miller Field Getting Facelift

WINONA LAKE - Grace College's Miller Field is going through a major face-lift over the next few months. The 65-1/2 acre sports facility is in the midst of a massive overhaul that includes three phases. Since 1970, when Miller Field was first constructed, the area to the left of Pierceton Road in Winona Lake heading away from the college has remained virtually the same. But the addition of a track, tennis courts, another soccer field, a second parking lot and the paving of the old one will make for a larger and more aesthetically pleasing sports facility. However, the renovations that are in store will involve more paving than just that of the parking lots.It also paves the way for a new gym to be built in the near future.

The Absurdity Of Tobacco Litigation

OK, this tobacco thing is completely out of control. I have long been a critic of these tobacco settlements. To me, it is akin to legislation via litigation. If Congress wants to ban tobacco, fine.It should ban tobacco. But, of course, Congress will never ban tobacco.Government profits too much from it. Tobacco is taxed like crazy. The government is as dependent on tobacco revenue as smokers are dependent on nicotine. In fact, I bet it would be easier for everybody in the country to stop smoking than it would be to wean the government off tobacco revenue. Of course all those taxes are over and above tobacco profits. The taxes don't come out of the pockets of the tobacco companies, they come out of the pockets of consumers. You know, all those people Bill Clinton likes to talk about when he says things like, "Ah feel yer poin." I guess he feels it while simultaneously contributing to it. But I digress.
