Whitewater Just Won't Go Away

The recent convictions in Little Rock weren't a big surprise to me. No matter how much supporters of President Bill Clinton want to pooh-pooh Whitewater, it just doesn't seem like it is going to go away anytime soon. And now, with close Clinton adviser and pal Bruce Lindsey drawn into the mess as an "unindicted co-conspirator," things are really going to heat up in the White House. I will be the first to admit that much of what is going on in Arkansas may be politically motivated.But with all the indictments and convictions, it looks as if there is substance to the investigation. It all goes back to the late 1970s, when Bill and Hillary Clinton teamed up with James and Susan McDougal to become co-owners of Whitewater Development Corporation. Jim McDougal also was the owner of Madison Guaranty Savings and Loan, a financial institution that later failed at taxpayers' expense.

Whitko School Board Hears About Bowen Center Program

PIERCETON - Tim Nussbaum of the Bowen Center presented statistics from the student and employee assistance program to Whitko school board members Monday. Whitko was the first school district to sign up for the program offering students two "free" counseling sessions, and employees, their spouses and their dependents four "free" counseling sessions each over the course of a year. Costs for counseling is paid with grant funds. The district has offered the service since 2000 for employees and since 2001 for students. Since 2001, 442 students have used the Bowen Center's services.An average of 8 percent have continued with sessions. The students are referred by parents, the court system, physicians or by the school staff. In 2005, referrals from the courts and physicians increased, and the Bowen Center counseled more boys. Children ages 14-18 made up the greatest percentage of Bowen Center clients in the program.

EDIT Tax Back Before Council

What is EDIT? What is COIT? And how do they work together? Kosciusko County Council will discuss both taxes at a public meeting at 7 p.m.Thursday in the courthouse. There are different misconceptions, ideas, thoughts and opinions on the taxes, and many people aren't quite sure exactly how they work. "EDIT is an economic development income tax," said county auditor Sue Ann Mitchell."It is a tax that is based on your income." Currently, the highest rate Kosciusko County can enact with EDIT is 0.4 percent.EDIT and the County Option Income Tax together cannot equal more than 1 percent.Kosciusko County currently has COIT at 0.6 percent. EDIT can be used only for capital improvement projects, infrastructure and "things of a more permanent structure," Mitchell said.COIT can be used for anything regular taxes can be used for.
