Whitko Sees Increase In ISTEP Scores

PIERCETON - Whitko Schools Superintendent Steven Clason told the school board Monday they have reason to be proud of the ISTEP scores the school district's students earned this year.

Grace Senior Achieves Perfect Score

Samuel Roth, originally of Hudsonville, Mich., and currently a senior at Grace College, recently sat for the Actuarial Examination for Probability and has achieved the rare distinction of a perfect score of 10.

2001 County Budget OK'd On First Reading

First reading of the 2001 budget for preliminary adoption was Thursday by the Kosciusko County Council. Several items in the budget relating to certain salaries will be clarified or addressed at the Sept.18 budget adoption meeting at 7 p.m.after the wage committee meets Wednesday. There were no remonstrators. The budget includes salaries for elected officials.Those salaries include: county assessor, $38,005; county auditor, $39,906; county clerk, $39,906; total for all three county commissioners, $43,827; county administrator, $57,587; county coroner, $10,264; county prosecutor, $5,000; county recorder, $35,845; sheriff, $79,505; county surveyor, $50,965; county treasurer, $38,005; and total for all seven county councilmen, $39,029. In another matter, Kosciusko County Sheriff Aaron Rovenstine told the county council the merit board for the department felt it may be time to make changes to the officers' retirement plan.

City Hears Feedback About Curb Project On Lilac, Brubaker

Residents of Lilac Lane and Brubaker Street filled the Warsaw city council chambers Monday, some questioning and complaining about changes to the streets, others making complimentary remarks. Don Kollman asked who put the curbs and gutters in along the street and whether or not the project was planned. Public works superintendent Lacy Francis Jr.replied that the street department did the work and it had been planned for years. "It was promised by the former mayor in 1990 and '92 to put curbs and gutters in where there was none at all," Francis said. Kollman said he called Jeff Plank, who was the mayor 14 years ago, "and that's untrue.He never promised anything like that." Kollman asked why the city didn't talk to the neighbors. Francis said there were fliers about the project placed on everyone's door. Someone in the audience said those fliers were rescinded a couple of days later. Mayor Ernie Wiggins said he didn't know what promises were made.

Whitko Gets Good Report On GQE Scores

PIERCETON - Dr.Diana Showalter, Whitko School Corp.director of curriculum, reported to the school board Monday that she is very happy with this year's results of the ISTEP+ Graduation Qualifying Exams. "I was really pleased with our scores when they came back this year," she said. The sophomores took the exam in the fall with juniors and seniors who retested on the exam and some adults who wanted to earn their diplomas.There were 151 sophomores who took the exam and 62 others. Showalter said the good test scores reflect highly on everyone who worked to make sure the students did well on the testing. For the sophomores, 70 percent of them did above standard in English, compared to 68 percent at the state level.In math, 74 percent did above standard compared to 68 percent at the state level.And in both English and math, 63 percent scored above standard, compared to 60 percent in the state.

Wawasee Works On 2004 Budget

SYRACUSE - Even though many uncertainties still exist about Indiana's property reassessment and its effect on tax revenues for schools, Wawasee School Board tackled its 2004 budget Tuesday anyway. Jim Evans, director of finance, told the board the budget process this year is the same as previous years, only magnified a little bit.With the reassessment, they knew this year's budget planning was going to be a little different, and will advertise the tax levies a little higher than they will be getting, more so than in past years. If the school board doesn't advertise higher than anticipated, the school corporation may not get all it's due. "There's just a lot of unknowns," Evans said. The total of all funds to be advertised for 2004 for Wawasee School Corp.is $30,840,160.

Commissioners Approve Escrow, Funds Management Agreements

Bond funds management and escrow agent agreements with Fifth Third Bank for the Justice Building expansion project were approved by the Kosciusko County Commissioners Monday. Mike Miner, attorney for the commissioners, said, "The first one is basically, normally, an escrow agreement."He said he saw no downside to it."The other one, basically, what you're doing is entering an investment agreement with Fifth Third." Commissioner president Brad Jackson said an escrow agreement is an account where money is held; neither the county nor the Justice Building contractors, Weigand of Fort Wayne, can touch the fund until both sides meet their commitments.Jackson said it is not a situation that will cost the county money.

Manchester Gives Tax Abatement Another Chance

NORTH MANCHESTER - After hearing from one of the owners of the Daehnfeldt Building Tuesday night, the North Manchester Town Council reconsidered the revocation of a tax abatement from earlier this year. At the February meeting, the town council decided not to renew the tax abatement for a building owned by J&B Properties.Tuesday evening, William Roebel addressed the board and explained the status of the building now. Roebel's company build the structure in 1999 for Joe Messer, and entered into a lease agreement that was supposed to lead to the sale of the building.However, the company that originally occupied the building was bought out by Secada Seed Corp.in 2003.The new company moved operations to California, leaving the building empty.
