Residents Urge Enforcement Of Winona Trash Ordinanace

WINONA LAKE - Town authorities will step up their enforcement of ordinances covering trash and weeds in residential areas after receiving complaints at Tuesday's town council meeting. Several residents of 14th Street in Winona Lake complained of neighbors who accumulate trash and furniture in their yards, and asked if any town ordinances are being violated. "It's a fine line," said town council president Brent Wilcoxson."Unless there is a health hazard, there are no ordinances governing furniture in yards." However, town ordinances do govern trash, the town's attorney, Jim Walmer, said. "We have ordinances regarding trash right now.Use them and enforce it," he said. The residents who complained said they were afraid that if the practices are not stopped, they will get progressively worse.

Warsaw Gets $960,000 Grant For Bike Trail

The planned biking/hiking trail from the City-County Athletic Complex to Winona Lake received a major shot in the arm this week. Warsaw was awarded a $960,000 grant under the federal Intermodal Surface Transportation Efficiency Act for the construction of the eight-mile project, according to Warsaw city planner Jeff Noffsinger. "This grant will be used for the construction of the trail system from Chinworth Bridge, near the CCAC, to Winona Lake Park," he said."The next step is to talk with Zimmer and R.R.Donnelley about getting some right of way for the trail." Noffsinger added the trail system will be a mixture of newly constructed trails along donated rights of way and the designated bike paths on existing city streets and along side rail lines, where the right of way is wide enough to allow for the bike paths.

Courthouse Renovations On Schedule

Courthouse renovations, mostly "unseen" upgrades to the heating, air conditioning and electrical systems, are on schedule, according to county administrator Ron Robinson. Kosciusko County Commissioners also heard Tuesday that basement-level offices have been moved to the Justice Building.Several offices have been completed with the installation of ceiling fans and new lighting. Improvements to the courthouse steps also are underway and Robinson said Atlas Co.stonemasons should return next week.The stair's side panels had to be quarried and fashioned to match original designs. A chandelier will hang from the old courtroom's central medallion again.The design features four opaque globes in a 4-foot diameter ring with a central brass globe, which will hang 11 feet from the ceiling.The design is on display in the commissioner's room, on the northeast corner of the third floor of the courthouse.

Manchester, Wabash 'Balance' $2 Budgets

NORTH MANCHESTER - Two representatives from the Wabash City School Corporation attended the Manchester Community School Board meeting Tuesday to make a presentation. Since Wabash had a budget surplus of $2 and Manchester had a deficit of $2, the Wabash representatives presented a large $2 lottery-style "check" to the Manchester school board.Then the representatives handed Manchester Schools business manager Steve Shumaker an envelope containing two $1 bills. The ongoing banter about the $2 started when the the schools received their final budget figures a few weeks ago.News articles and a radio report documented the incident, prompting the "presentation" Tuesday evening. The board also appointed a new school representative to the library board.Brenda Self will replace Michelle Sorg, who stepped down from the position.

Warsaw Couple Suffer CO Poisoning

A Warsaw couple narrowly escaped carbon monoxide asphyxiation Thursday thanks to the special attention of a Warsaw Police dispatcher. James and Marsha Kilgore, 1155 S.Zimmer Road, were released in stable condition this morning from St.Joseph's Hospital, Fort Wayne.They're safe thanks to the followup of WPD dispatcher Jackie Treft, Warsaw. Treft received a seemingly routine call from a couple who complained of flu symptoms and followed up a half hour later, perhaps saving their lives. "It is the opinion of everyone involved; if not for the concern of Treft, the Kilgores would probably not have survived too much longer," Warsaw Ptl.Alvin Dials wrote in his report on the incident. "Obviously she initiated some steps on her own and everybody should be very grateful for extra efforts," said Capt.Steve Foster, WPD.Treft did an excellent job of following up, he said.

Paragon Expansion Ahead Of Schedule

PIERCETON - In July 2004, When Paragon Medical Inc.announced plans to expand its Pierceton facilities, the company expected to break ground in 18 months.Those plans are now nine months ahead of schedule, and ground was broken Tuesday on a 50,000- square-foot manufacturing facility.
