Student Councils Trend More Toward Community Service

As Warsaw Community High School student council adviser Jim LeMasters arrives to his classroom Jan.14 a little before 7 a.m., council members are sitting outside his door, waiting for the meeting to begin. They filter in, some a little late due to a train on the tracks.Already, some of the students are discussing council issues among themselves, or the school day ahead. Some students are raring to go, eager to begin the meeting and the day.Others are still trying to wake up, shaking off the want of sleep. Roll call begins at 7:05 a.m. Minutes are read, no changes are made.The treasurer's report is given.Student body president Erika Wilson then asks for reports from the standing committees - Climate Control, Faculty Relations, Service, Student Recognition and Entertainment.

Elkhart Gravel request denied

Since Elkhart County Gravel failed to meet requirements previously placed on their mineral extraction business, the Kosciusko County Board of Zoning Appeals unanimously denied the gravel company's new petition Tuesday. Their petition was for an exception to allow the expansion of an existing gravel pit in an agricultural district.The property is on the west side of CR 200W and 1,270 feet south of CR 400N in Prairie Township. Attorney Steve Snyder, representing the petitioner, said Elkhart County Gravel has maintained the business since 1990 and now wants to move the business northward.The proposed 40-acre expansion would not front on any roadway. The business has to file a reclamation plan with the state if the expansion is approved.The reclamation plan is under the state's jurisdiction, he said. The area of the expansion is in a growing industrial corridor, Snyder said.The current mineral extraction site is 106 acres.

Claypool Discusses Annexation

CLAYPOOL - Attorney Mike Reed attended the Claypool Town Meeting Monday to discuss the potential annexation project. Reed answered several questions from residents regarding the proposed plan.The main concern was, "Would the annexation change the current zoning category?" Reed assured those present that the annexation would not change current zone categories.If a property is zoned agriculture, the annexation would not change that.Reed said, "The town cannot rezone property."The questions were prompted by a letter from John and Peggy Shively, who voiced their concerns for their property's future if the annexation is passed. The protocol for annexing is to first develop a petition to annex.The next step is to hold a public hearing.The approximate time for a project of this magnitude typically takes six months from start to finish.Reed reiterated that none of the above steps have been taken as of yet and this idea has only been verbalized.

King's Highway Widening Project Considered

WINONA LAKE - Engineer Larry Long presented plans to widen King's Highway to three 10-foot lanes, from the alley north of Seventh Street/Wooster Road past Jefferson School Tuesday morning during the town council meeting. A special feature of the design is moving up the place to stop to near the corner of Rupe Drive, instead of at the north edge the fire station building.A new curb cut and parking lot is planned to the north of the fire station. A sign will be posted at the corner of Rupe Drive, which will become a one-way street westbound. There was some discussion about hanging a flashing red light at the intersection.The council will look into costs. Eighteen "decorative" street lights installed along the college campus are part of the project.

Stimmelators Sign Causes Concern

NORTH WEBSTER - The sign on the northeast corner of Ind.13 and Washington Street puts some people edgewise, and Helen Hoy counts herself among them. The sign sits on property at 103 N.Main St.and advertises a limousine service, Stimmelators Gentlemens Club Cruisers Limo Service, although in the evening the "Cruisers Limo Service" lettering is difficult to read. The sign currently advertises an event scheduled at the Stimmelators Gentlemens Club next door. Hoy approached the North Webster Town Council Wednesday asking that the off-premises sign be removed, citing Indiana Code requiring off-premises signs to be 250 feet from a grade road intersection. She said the sign does not reflect North Webster's reputation as a friendly town with clean values. Hoy said she was told by Dan Richard, director of the Area Plan Commission, to come to the town council with her concerns. She was advised the county has jurisdiction over signage.

City Seeks Funds To Assess Endicott Remediation

Pam Kennedy, Warsaw building inspector, requested approval from the Warsaw Board of Public Works and Safety on a VRP contract Friday. The Voluntary Remediation Program is for the former Endicott property at 765 W.Market St. "A few weeks ago, we sent in for a grant for approximately $30,000 for an environmental firm to go up and do blinds of soil and water on the Endicott property," Kennedy said. Kennedy also said they wrote something that nobody had ever done before. "We wrote that the city would finance the VRP program to show that we were going to try and put some work into this project and that we would spend up to $5,000 out of the unsafe building fund," Kennedy said.
