County Studies TIF For Dreyfus Facility

A joint meeting of three government entities convened Thursday to move along legalities concerning the economic development area for Louis Dreyfus Agricultural Industries LLC. The county redevelopment commission, development commission and council approved a resolution and an ordinance to create the tax increment financing district just south of Claypool along Ind.15. When an area is designated as a TIF, the taxes normally collected in that area are used to pay the loan, or bond, secured for improvements.The improvements can be buildings, roadways, sanitary sewer lines and similar infrastructure.The low-interest bond or loan is traditionally guaranteed by a government agency. Lisa Lee, an attorney with Ice Miller, explained that the redevelopment commission's resolution pledges between 80 and 85 percent of real and depreciable personal property taxes will be used to pay off the revenue bond.

'Kids Cafe' Provides Free Meals For Hungry Youth

For Cindi Knepper, Kids Cafe means she will no longer have to scrounge up food from various sources to provide free meals for youngsters at the Boys and Girls Club of Kosciusko County. For 45 kids, the cafe was an opportunity to gobble up spaghetti, watermelon and pumpkin pie free of charge while having some fun at the Pete Thorn Center in Warsaw. The meal, prepared and served by volunteers, represents the first nutritional site in Kosciusko County intended to serve low-income, at-risk children.It is a cooperative effort between the youth club and North Central Indiana Food Bank, which provides food to 150 agencies in 15 area counties. The local Boys and Girls Club already provides free breakfasts on weekdays and suppers on Monday and Tuesday evenings by making arrangements with local grocers, national restaurant chains and anyone else who would cooperate, said Knepper, the agency's director.

County Seeks New Highway Engineer

Kosciusko County is looking for a new highway engineer. With Ken Traylor set to retire Jan.2, the county is seeking a replacement. But three weeks of advertising in local newspapers and a national publication has yielded no candidates. The job entails supervising customary projects such as road improvements and snow removal, but also includes taking over at least one major project involving development of a bypass west of Warsaw. Applicants with an engineering degree are being sought because of the size of the county and for one other reason: the state pays a portion of the salary if the employee holds an engineering degree. About $49,000 is budgeted in 1997 for the highway superintendent's salary.Advertisements suggest the pay could be pushed to $52,000 depending on qualifications, said Ron Robinson, county personnel director. Some officials might be wondering if Kosciusko County might have to offer more money.Two officials said that might be the case.

DNR Honors Sen. Wheeler For Work On Environmental Panel

Under a canopy of colorful fall leaves, retired State Sen.Harold H."Potch" Wheeler, (District 17, R-Larwill), was honored Wednesday by the Indiana Department of Natural Resources. At a ceremony at Pisgah Marsh, Durham Lake Wetland Conservation Area, IDNR Director John R.Goss noted the senator's interest in state resources. "Wheeler got to know the DNR staff and became a very special advocate," Goss said, calling him a stalwart member of the senate's Natural Resources Committee.Wheeler chaired the committee for many years. "He also chaired water study committees and we can now enforce violations seriously," Goss said. Goss said Wheeler was behind the recent fee increases and believed in funding programs. Wheeler, supporting himself with a crutch, thanked Goss for his words.

Yes, WCHS has had a band program, and one with a reputation for excellence, for years.But last year Martin Becker, the director of bands, retired. Mickey Ratliff, assistant director for nine years under Becker, took over as director.Ratliff has a new assistant director, Matt Gratton; a new middle school assistant director, Tammy Keirn; a new drill designer for the marching band; and a new color guard instructor.
