Wawasee School Board Takes First Step Toward Building New School

SYRACUSE - To build a new school, a school corporation has to take the process step by step. On Nov.4, the Wawasee School Board took another step to building a new North Webster Elementary school by agreeing to purchase two properties for $322,092, Don Huber, Wawasee Schools director of finance told the school board Tuesday. The two properties combined total 68 acres and are being sold by Joe Barrett and Richard Kistler.The properties are at the intersection of CRs 750E and 600N. The board approved the school corporation's financial report for October even though it contained an error that was not caught by the board until Huber was notified after the meeting. For the debt service fund, the beginning and the ending balances were both $265,206.55.However, disbursements were listed as $872,590, which would have made the ending balance more than $600,000 in the red.

Winona OKs $7M Development

WINONA LAKE - Preliminary plans for a $7 million development in the center of Winona Lake were approved Tuesday by the town's plan commission and town council. Proposed by Winona Restora-tion Company, the development would stretch down Park Avenue from Kings Highway to Twelfth Street. It would include the renovated hotel; a green area; an "artisan court," which would comprise artisan workshops, small retail operations and offices, and residential spaces; a boathouse and restaurant; and a residential area. Spearheaded by Brent Wilcox-son, president of the Winona Lake Town Council and a Winona Lake developer, the "Winona Lake Assembly Grounds," will inject a $7 million investment into the town.The development is projected to begin in early 1998.

Manchester Planners Take Action On Nonconforming Building

NORTH MANCHESTER - Property owned by Eldon Metzger, North Manchester, once again was addressed by the North Manchester Plan Commission Monday. Metzger owns three lots on West Street, including one lot with a storage building that is too close to the alley. Metzger was given until April 15 to move the building 5 feet away from the alley to comply with the town's ordinance. Building commissioner Bernie Ferringer said Monday: "No way there's 5 feet between the structure and the alley."Ferringer asked planners to grant approval for himself and town attorney Charles Tiede to take action on Metzger's building. Neighbors Toby Seiler, owner of Seiler Technical Co., West Street, North Manchester, and Ken Gerber and Barbara Hood, owners of Ken and Barbie's Car Wash located directly behind Metzger's property, have been present at several plan commission meetings to speak against Metzger's nonconforming building.

BZA Delays Gravel Pit Expansion

A request by Elkhart County Gravel to expand north to a 40-acre site was continued for 30 to 60 days by the county Board of Zoning Appeals Tuesday. The company's plans were stalled by remonstrators, neighbors who claim the gravel pit has been out of compliance for the last 19 years. Elkhart Gravel, represented by lawyer Steve Snyder, also asked to reduce the buffer from 300 feet to 100 feet.The property is on the north side of CR 300N, west of CR 200W in Prairie Township. Snyder said the excavation of an additional 200 feet means a gain of 20 more acres. The company serves the asphalt plant to the south and local contractors.Otherwise, Snyder said, local builders would have to haul loads in from Elkhart County. Attorney Steve Hearn approached the board saying he represented 20 remonstrators.He said the expansion would put the dusty, noisy work in the backyard of folks living on CR 400N.
