Senior Judge Robert Burner, who was the sitting judge in the case in 1994, was assigned to the bench for the resentencing. Ousley will continue to serve a 50-year prison term for the July 12, 1993, murder of his wife, 32-year-old Bonnie Ousley. Burner noted in the order for resentencing that aggravating circumstances were "the particular circumstances of events which showed that the defendant and the victim did engage in a domestic dispute which escalated, at which time the defendant had the victim on the bed."Bonnie Ousley's throat was slashed before she was shot in the back with a shotgun. The shotgun blast pierced her heart, according to information from the trial.

Police are focusing on a 17-year-old Fort Wayne male in connection with a break-in to a Warsaw gun store. When Ruby Albertson called police, she said someone could possibly still be inside, since the guns were apparently placed there to be removed. However, when Kosciusko County Sheriff's Department deputies arrived at the scene, no intruders were found in or around the building. The 22 long guns and 13 handguns near the door were from among the store's stock, but an inventory will have to be completed to determine what, if anything, is missing.

Lake Patrols To Improve With Grant Money

With more than 100 lakes in Kosciusko County, water safety is a concern of the Kosciusko County Sheriff's Department. Tuesday, Sheriff Aaron Rovenstine told the county commissioners his department applied for and received a $35,000 Indiana Department of Natural Resources Division of Law Enforcement 2005 Marine Patrol Assistance grant. No matching dollars are required. "This will allow us to get more equipment for boater education," Rovenstine said. According to the grant application, a lake patrol program, in one form or another, continuously has been supported and authorized by the KCSD on the two largest lake chains in the county since the 1970s.A recognized need for law enforcement lake patrols on some of the larger local lakes can be traced back to as early as the 1940s.

Rail History Preserved

One of three aerial watchtowers that provided protection for Warsaw railroad crossings from 1920 to 1952 has been installed at the Old Jail Museum in Warsaw. The towers gave a bird's-eye view of the railroad tracks that crisscrossed the town before automatic gates and lights were installed, according to Laurie Smith, president of the Kosciusko County Historical Society. As a train approached, the watchman in the tower house would open a window, ring the bell affixed to the outside of the tower house and proceed to vigorously pump down the crossing gates with a manually operated hydraulic pump.Ê The job consisted of interminable periods of boredom broken by seconds of rigorous activity when a train was spotted.Ê Some watchmen protected as many as three crossings.ÊThis aerial watchtower was on the east side of Washington Street, north of the Pennsylvania tracks.

WCDC Looks To Increase Downtown Activity

Members of the Warsaw Community Development Corp.met Thursday with the goal of further increasing activity in Warsaw's downtown area. Talk of block parties, Polynesian-themed celebrations, Shriners' parades, beer tents and statewide garage sales all were considered and reviewed as possible activities suitable for the area. These new events hope to replace Warsaw's Downtown Days, which will not be scheduled this year due to poor attendance and other complications WCDC experienced in 2005. "We're looking for something different," WCDC director Carmen Lock said."Something to get people back downtown to enjoy themselves." Downtown merchants hope to host various events that coordinate with Warsaw Parks Department concerts, such as the June 16 Classic Rock Concert and July 14 Blues and BBQ, both to be held in Central Park.

Batterers share many characteristics

Characteristics of a batterer: • Has low self-esteem (emotionally needy). • Rushes into relationship - whirlwind romance, "love at first sight," pressures his partner to commit to a relationship before they're ready. • Shows excessive jealousy - Abusers always will say jealousy is a sign of love, when it is actually a sign of possessiveness and lack of trust. • Exhibits controlling behavior - Abusers say they are concerned for their partner's safety - i.e., they will become angry if the partner is late coming back from the store or an appointment, and will question the partner about where they went and who they talked to.As the violence escalates, the abuser may not allow the partner to make personal decisions about the house, clothing, friends or money.
