Warsaw Redevelopment Panel Decides To Start TIF Process

The Warsaw Redevelopment Commission authorized taking the initial step in declaring a second tax increment financing district on the north side of Warsaw. The commission was given the estimated costs for the initial infrastructure improvements in the district by city planner Jeff Noffsinger. To construct a frontage road on either side of Ind.15 between U.S.30 and CR 300N, an access road to the proposed sewage treatment facility, and 3,000 feet of 30-inch sewer line would cost an estimated $830,000, Noffsinger said. "It's expensive to build roads and improve the infrastructure.But, we have an opportunity to capture enough of the increased assessment with the planned development in the area to pay for them," Noffsinger said.

City Approves Contact For Tank Removal

The Warsaw Board of Works approved the proposal of Gasoline Equipment Service Co.Inc.for $29,510 to remove a 10,000-gallon underground gas tank and 6,000-gallon diesel barrel at the former NIPSCO property. Also approved for the same building is a 15-foot easement and security lights on the property.The contract with engineering and architect company Ken Herceg and Associates, South Bend, was approved for renovating the former NIPSCO garage, and their design fees of $12,540 for renovation of the garage were approved. In other business: • The board approved the Warsaw Fire Department to have an extra wellness profile for the firefighters in addition to their regular physicals.Fire Chief Matt Warren explained that a profile already has been scheduled and money has been budgeted for it.The cost is $25 extra per firefighter for 26 employees.

Jones New CCS Director

Lewis Jones was named executive director of Combined Community Services, a post he's delighted to have. "I'm blessed to lead an agency that helps thousands of people get a hand up out of poverty.I take the CCS motto of 'neighbors helping neighbors' very seriously." The organization, established in 1984, provides emergency food, clothing and utility bill assistance. CCS coordinates Project Independence, a mentoring program that helps low income families achieve economic independence through education. Jones said he will be involved with securing more programs, doing some strategic planning and carrying out initiatives.

Warsaw Air Traffic Still Up In The Air

Warsaw Municipal Airport Manager David Beall thought regular flights would resume Thursday at 10 a.m. At 9:59 a.m.the Flight Service Center out of Terre Haute decided otherwise. "It's all up in the air," Beall said of the situation. While the Warsaw facility is non-controlled and non-commercial, that doesn't mean the planes headquartered there wouldn't be landing at a controlled commercial airport. Several local industries have hangars at the airport and no extraordinary security measures have been required. "It's business as usual except there's no business," Beall said. Having no business began when two airliners crashed into the World Trade Center on Manhattan Island Tuesday morning. The Warsaw airport received a call from the FAA's Air Control Center in Fort Wayne suspending all flights until further notice.

Etna Green Seeks Grant For Downtown Rehab

ETNA GREEN - Grant funding will again be sought for the downtown revitalization project. Town officials announced Tuesday that the Etna Green Lions Club has agreed to back the town's merchants for any amount not met by them.The matching grant requires a local commitment and the town was unable to secure funding in a previous grant application because of an apparent lack of support. While the merchants support the plan to spruce up the downtown, including new sidewalks and curbs, the shop owners in the small town are unable to foot the entire matching portion. "The merchants in Etna Green are not the most affluent people," said Dave Gault of Jane & Friends."We don't make a lot of money." However, Gault said, he feels that if the downtown project goes through, the residents in town will want to improve the looks along their streets as well.

Five adults and one juvenile were arrested Thursday as the result of an investigation into illegal drugs in Kosciusko County. Police also confiscated a stolen handgun; more than $6,000 in cash; a quarter pound of marijuana; a quarter pound of a substance believed to be methamphetamine; suspected forgeries of Social Security cards, alien identification cards and drivers' licenses; two cars; and other possible stolen items believed to be related to area burglaries. Fernando Ramirez, 26, of 10 Henderson Drive, Warsaw, is being held with no bond in Kosciusko County Jail and is charged with dealing marijuana and felony theft. Refugio Rico, 18, also of 10 Henderson Drive, was charged with maintaining a common nuisance and felony theft and is being held with no bond.
