Whitko Passes Resolutions To Shore Up Finances

SOUTH WHITLEY - To keep the schools going financially, the Whitko Community School Corp.Board of School Trustees approved two resolutions Monday. The first resolution allows the school corporation to roll over their tax anticipation warrants at the end of the year if the school corporation doesn't receive all their tax dollars. The second resolution, which is approved annually, allows the school corporation to borrow money next year for cash flow purposes until the school corporation receives its tax draws. According to director of finance Dr.Phil Menzie, as of Oct.31, the school corporation, in the general fund, collected 28.10 percent of the local property tax; 99.76 percent of the 2003 local property tax; 49.76 percent of the 2004 financial institutions tax; and 60.02 percent of the license excise tax.

Tuesday is election day and this is my annual plea for readers to vote. I have a prediction.The big winner in this election will be voter apathy. Fall Property Taxes Can Be Paid Online

Fall property tax payments just got a little easier.Instead of mailing payments or dropping them off at a local bank or at the county treasurer's office, payments can be made on the Internet over a secure connection or by calling a toll-free number. Fall tax payments are due Nov.13. The Internet address is www.kosciuskotax.net and it is available Monday. The toll-free number is 800-809-5849.It will be operational Monday, too. "You will need your credit card, a billing address for that card and an e-mail address for a receipt," said Bill Maegerlein of CertifiedIT, a Bloomington-based company. Once at the site taxpayers can search by name, parcel number, duplicate numbers or by address for taxes due.When the next page appears the user clicks on his or her property, reviews taxes due and makes a payment with visa, masterCard, American Express, Discover credit cards or with a debit card.

Coats Marks End Of Senate Career

Indiana's junior senator marked the end of his Congressional career Friday, with what may have been his final speech on the floor of the Senate. In reflecting on his public service career, Coats said he sees three issues of central importance to his work in Congress - how public policy issues affect quality of life, national security and a focus on community. "Three debates have been and will remain central questions of our time," Coats said."One is the issue of life.How we, as a nation, treat the weak and the outcast.I hope my colleagues in coming years will seriously consider their place in this story without an ending - the central drama of American history.

Manchester School Board Hears Patrons' Tax Concerns

NORTH MANCHESTER - The North Manchester School Board approved the proposed 2002 school budget Tuesday. The proposed budget totals $13,851,956. Two community members voiced their concerns at the meeting to the board.Opal Patterson said she was impressed with what has been done but is concerned about a tax increase. "Think of people like me on Social Security when you make your decisions," said Patterson.She said taxes are increasing at a faster rate than her income. Charles Signs brought up the budget along with the recently released school ranking report.The report states that 82 percent of Indiana schools fall into the unsatisfactory ranking, although acting superintendent Kim Thurston does not agree with the report. "As an educator with 20 years experience, I don't believe that 82 percent of schools in Indiana are unsatisfactory," said Thurston.

Warsaw Schools Preparedness Plan Put Into Action

Warsaw Community Schools' emergency preparedness plan had its first corporation-wide use since 9/11 Wednesday. According to Warsaw Superintendent Dr.Dave McGuire, the Central Office received a report Wednesday that a high school-age boy might be a threat, so a lockdown was initiated in all Warsaw schools. Later that afternoon, McGuire said, "we determined that the threat was not as imminent as we thought," so the lockdown was canceled and after-school activities even took place. Warsaw Police Chief Steven C.Foster said Thursday that the Probation Department had called the schools about a boy who previously was expelled from Warsaw Community High School and who had gotten into some trouble with the law.The boy, Foster said, had failed to show up for a court hearing Wednesday, and Probation officials thought he might be a threat. No one with a weapon was ever at any school, Foster said, and the boy never issued a threat.
