Warsaw Eyes 2006 School Budget

Warsaw Community Schools' public hearing on its proposed 2006 budget didn't attract many members of the public. They could be counted on one hand. More than 50 people attended Warsaw's 2005 public budget hearing.Many were opposed to a 4-percent administrators' salary increase previously approved by the board. Then-Superintendent Dr.David McGuire defended the increase, saying, "The 4 percent was to make sure we remain competitive." In 2003, he said, teachers and administrators took a cut in pay because insurance costs went up and the pay stayed the same. School patrons argued that in light of closing three elementary schools to save money, administrators shouldn't get pay increases. But this year, for the 2006 budget hearing, there weren't 50 people in the entire room, counting board members. The only member of the public who asked questions was Angela Fulton, Silver Lake.

10 Years AgoDeborah Hocking is offering wheel-thrown and hand-built pottery classes at the Lakeland Art Gallery Monday nights from Aug. 11 through Sept. 15. Originally from Portland, Ore., she moved to Indiana in 1998 to pursue an education in art at Grace College. Most of her time at college was spent working on pottery in the art building. She also spent eight months studying abroad in Central America and Spain. Since graduation in 2002, she has worked at Winona Pottery. The Oswego Mid Lakes Lions Club are sponsoring a "Ride for Sight" program Aug. 16. The event starts at the Oswego Community Building and consists of a 50-mile bike ride around the lakes in northern Kosciusko County. Proceeds go to the Lions Leader Dog and Eye Bank Foundation. 25 Years AgoBourbon Postmaster James Slough awarded certificates of commendation for 30 years of service with the United States Post Office to rural carrier James Britton and clerk Clifford Leiter.Ruth Hoskins was chosen "associate of the store" for June at the Warsaw Big Wheel. The announcement was made by store manager Archie Armino, who presented Hoskins with the award. She has worked at Big Wheel for two years and has exemplified an above standard level of job performance, good customer service skills and a positive attitude toward the company. She was chosen as one of the outstanding associates from more than 4,000 employees in the New Castle, Pa.-based chain with 80 locations. 50 Years AgoRay Foster, Syracuse, has retired after 36 years as a merchant in the community. He has been active in the Chamber of Commerce and has operated the Star Clothing Store since Nov. 20, 1926. He plans to rest and "take a look" in the store once in awhile. The store will be operated by his daughter and son-in-law, Mr. & Mrs. Eldred Mabie. Mr. Mabie is closing a truck service he has operated in the community for the past 32 years. Bill Campbell, of St. Joseph, Mich., drifted past 22 other sailboats to win the Hoosier Lightning Regatta held on Lake Wawasee. Paul Penn Jr., of Goshen, was second, and Bob Spitz, of Michigan City, was third. Winds were extremely light.75 Years AgoBoys from Warsaw and every part of Kosciusko County are invited to bring their baseball equipment Saturday afternoon to the diamond at Winona Lake. The Junior American Legion Baseball League will be started again for the summer. Players will be divided into teams. Play and practice will start immediately and a schedule planned. Boys of all ages must report to Ray Strayer, of Claypool, who as athletic officer of Warsaw's American Legion Post, will start his fifth year as director of the Baseball League. Coach Walter Fenstermaker, of Mentone High School will assist Strayer. The season will be concluded with the formation of a county all-star team in August to play against five other county teams in this district for entry into the state championship series. Strayer is both the county and district athletic officer.

County officials decided they could save close to half a million dollars by foregoing a bond issue to fund road improvements near Mentone.

WCHS Takes Next Step Toward $30 Million In Improvements

Warsaw Community High School's renovations and additions moved one step closer to reality Monday with the school board's approval of the 1028 resolution. The resolution gave the maximum cost of all the projects as $30 million. Projects included in the $30 million are: at the high school - additional office space and student dining space in the cafeteria, a 990-seat performing arts auditorium, an outdoor marching band area, a larger wrestling and weight room, a new track and football field with public seating, softball and soccer fields, and fire alarm and heating and air conditioning upgrades. At the administration building, the heating and air conditioning systems will be upgraded and classroom and storage space will be added for the technology department. Modifications also will be made to the east end of Lakeview Middle School, where Ivy Tech formerly was located and where the Alternative Learning Center will be, to allow for handicapped accessibility.

WCS Receives Report On Finances

Kevin Scott, Warsaw Community School Corp. chief financial officer, told the school board Tuesday night that in general terms, WCS's funds are on target.

Latest GIS Offers Public A Sharper, Detailed View

Clicking back and forth between the aerial photographs taken in 1996 and the images delivered in the last couple of weeks, Warsaw Geographic Information Systems coordinator Mary Haberman presents a series of startling contrasts. Six years ago the "latest" technology was little more than recognizable shapes in various shades of gray. Now buildings, sidewalks, street lights and landscaping are in sharp focus. The images, taken over the county in April, are presented on a 1-inch-equals-50-feet scale.The old image scale is 1-inch to 200 feet. The black and white photographs are available in the Warsaw Planning and Building Department as well as in the Kosciusko County Courthouse through Public Access System computers. Uses for the technology are endless, Haberman said.The GIS analyzes large amounts of data and produces maps with "layers" of information. "The more people see, the more they want," she said in her quiet manner.

Vacant Lot Donated To 'Habitat'

The vacant lot at 603 E.Main St., Warsaw, owned by Associates Financial Services Co.has been donated to Habitat for Humanity. The property has been for sale for two years and Century 21 has been unable to sell it.David Blackwell of Century 21 suggested donating it to Habitat for Humanity, to which AFSC agreed. Habitat will pay the approximately $600 in back taxes in return for the donation, and The Salvation Army offered to build a house on it."It's a done deal," said building inspector and assistant building commissioner Pam Kennedy."I have never seen this in Warsaw before.Nobody's ever donated a lot." In other business: • John Call, owner of Glen Terrace Apartments on Walter Way, did not attend the hearing Monday as scheduled by the building department. Glen Terrace Apartments were condemned June 21 by the city due to lack of fire separation between units.

Wawasee, NorthWood Start Girls Soccer Programs

SYRACUSE - Wawasee is starting its girls soccer program from even further behind than most.That is because, despite an enthusiasm from the girls of the school system to start the team, the experience is a little behind.Make that a lot behind. "One of our problems is that we have no girls who have had any kind of travel league experience," Wawasee coach Rick Shipley said."We had to start with the lines on the field and what they are.It has been tough for us.We had to start from virtually nothing.It will take several years for us to get caught up with the rest of the conference." Wawasee lost the debut game of its program 2-0 to East Noble Thursday. Most teams are able to start practice with learning new plays and new techniques, but with the Warriors, the rules of the game have come first.
