Public Hearing Regarding OCRA Planning Grant Application
Notice is hereby given that the Town of Etna Green intends to apply for a planning grant funded by the Indiana Office of Community and Rural Affairs’ Community Development Block Grant (CDBG) program. This program supports projects focused on economic development, public facilities, and housing improvements.
To address challenges related to aging and limited utility infrastructure, the Town of Etna Green is proposing a Water Infrastructure Utility Study. The study will evaluate the Town’s existing drinking water and wastewater systems and assess the potential to develop stormwater utility services. The goal is to identify areas of concern and opportunities for improvement, ultimately resulting in a plan to guide future investments and ensure continued delivery of reliable and affordable utility services to residents.
The Town is seeking a $90,000 grant, with a required local match of $10,000, for a total project cost of $100,000. Based on a recently completed income survey, approximately 63.1% of the grant funds—an estimated $56,790—will directly benefit low-to-moderate income (LMI) households, the primary beneficiaries of this program.
To support the planning effort, the Town is also gathering public input through a community-wide survey. Residents are encouraged to rate their satisfaction with current water utility services and share any concerns or photos that highlight local issues. The survey is available online at https://forms.gle/f9b6eT2VZpyqznXw5 or in paper form at Town Hall, where completed surveys may also be returned.
A public hearing will be held on Tuesday, May 13, 2025, at 7:00 p.m. at the Etna Green Town Hall, located at 106 S Walnut St, Etna Green, IN 46524. Interested residents are invited to attend the hearing and share comments about the proposed project. Written comments may also be submitted in advance.
