Editor, Times-Union:
Besides elections every four years and being limited to two terms in office along with articles of impeachment by the House of Representatives and conviction in the Senate on such articles. The president of the United States can also be removed from office by the 25th Amendment to the U.S. Constitution. Several other amendments to the Constitution regarding removal of the President from office and length of time in office should be added to the Constitution as soon as possible so as to encourage better customer service to the American people and making sure all members of the executive branch are subject to annual performance review.
The following reforms should be enacted, proposed language is indicated.
Proposed 28th Amendment - Vote to Retain in Office for President of the United States
The office of the Presidency shall be subjected to annual “vote to retain in office until end of term” referendum each November during off number years of that term and during the Congressional mid-term elections. If a three-fifths majority of voters nationwide vote to remove the current occupant from office, the President shall leave office within 30 days or less with the Vice President assuming office at noon of the day of departure.
22nd Amendment Modification - Presidential Term Limits
Section 1. No Person shall be elected to the office of the President more than twice and shall retire upon reaching the age of 79 if in office.
Article II Section 4. Removal from Office proposed modifications
The President, Vice President and all civil officers of the United States shall be removed from office on impeachment for, and conviction of, treason, bribery, gross incompetence, autocratic rule, or other high crimes and misdemeanors by either Congress as outlined in Article I Section 2 & 3 or upon impeachment by two-thirds of the state legislatures and conviction by a three-fourths majority of the state legislatures throughout the Union.
Implementing an annual vote to retain election for the highest office in the land would also help voter turnout in off year state and local elections where turnout is typically low or abysmal.
I would urge readers to contact their elected officials in Congress and urge adoption of these amendments.
