According to the probable cause affidavit, on Jan. 6 Kosciusko County Dispatch advised law enforcement of a suspicious person at a residence. The caller said a man, later identified as Hoover, exited his vehicle and walked around the neighbor’s residence.
A Winona Lake Police Department officer responded to the call. The caller said he witnessed Hoover’s vehicle parked several times, shut the lights off and then saw Hoover walk around the residence. The officer saw footprints in the snow around the side of the residence that went between the residence and the neighboring residence.
The officer spoke with the homeowner who said he wasn’t expecting anyone at the residence.
The officer spoke with Hoover, who said he drove through the neighborhood and saw a light on at the residence. He admitted he walked between the residences to look into the window. Hoover said the window was small and high up on the wall and he would need to stand on his tiptoes to see through the window. Hoover said he chose not to look through the window.
