Warsaw Code Enforcement Hears About Winona Avenue Property

The city of Warsaw Code Enforcement held a hearing Tuesday.
Code Enforcement Officer Dana Hewitt discussed a new case regarding 419 W. Winona Ave., Warsaw. Hewitt stated the property had an unfinished porch with an expired permit. He discussed damage from a storm that happened years ago that has not been repaired.
Property owner David Medina said he had been working on repairs but he was busy and let the porch permit expire. He said he re-applied for a permit for the porch on Friday, Jan. 3. He also said he had a current, valid permit for fence repairs.
Hewitt asked if Medina had the fence post holes inspected. Medina said he was not aware of that requirement but agreed to do so going forward.
Hearing Officer Tom Earhart asked why the property had gone to such disrepair and not been fixed sooner. Medina said the property has had improvements since the photos were submitted by Hewitt and Building Inspector Robert Hurford, which was Dec. 12, 2024. Medina said at that time, he had taken off the soffits and facia to replace them. Medina also mentioned the original steps of the residence were not up to code.
Earhart noted that a notice had gone up that the house was not safe to enter.
Medina said he would need 30 days to get the property up to code. Earhart and Hurford asked for confirmation that 30 days would be enough time to finish the porch, roofing, and whatever else necessary. Medina confirmed 30-45 days, also depending on how quickly he could get the permits. Hurford stated he could get the permit in a few hours if he provided all necessary information. Medina asked if he could meet with Hurford after the hearing to discuss the scope of the project; Hurford agreed. Earhart said Medina would need to have all work done before the next code hearing on Feb. 18.
In other business, a case with Matthews Warsaw LLC's property at a vacant lot on North Buffalo Street was dismissed. Hewitt said that Matthews reached out after seeing an article about the receivership letter. Matthews took action and resolved the matter.
A case with Kevin and Kristen Crist regarding a vacant lot on the corner of McClellan and Beyer Streets was also dismissed. Hewitt said the Crists either read about it or heard about it and reached out. Hewitt gave them a timeline, and they completed the necessary work.
The next Code Enforcement hearing will be at 10 a.m. Tuesday, Feb. 18.
