Pierceton Holds Budget Hearing

PIERCETON — Pierceton is considering a budget of more than $1.5 million for 2025.
At its regular meeting on Monday, the Pierceton Town Council had a hearing on the measure.
Town Council President Glenn Hall read through the budget, which currently stands at $1,588,620.
It breaks down to: $12,000 in the rainy day fund; $500,040 in the general fund; $55,000 in the local road and street fund; $78,880 in the motor vehicle highway fund; $6,000 in the continuing education fund; $16,700 in the park fund; $5,000 in the park non-reverting fund; $10,000 in the building demolition fund; $8,000 in the cumulative capital improvement fund from cigarette tax; $10,000 in the cumulative capital development fund; $126,000 in county economic development income tax (CEDIT); and $761,000 in the redevelopment general fund.
The council will have a second hearing on the budget at its next regular meeting at 6:30 p.m. Oct. 14, at the Pierceton Community Building before taking a vote on it.
In other business, the council:
• Approved at the suggestion of Pierceton Town Marshal Jim Bumbaugh giving its $3,866.19 in funds received from opting into an settlement reached with Johnson & Johnson, Cardinal Health, McKesson and AmerisourceBergen for the companies’ contribution to the national opioid epidemic to the Kosciusko Coalition on Drug Education. Bumbaugh noted KCODE gives grants to Kosciusko County communities for things like drug testing kits and the town could still benefit from the funds.
• Heard from resident Greg Chism again about the Pierceton Honors banner program for former or current military members and first responders. There are spots for 69 banners on SR 13, with about 20 of those taken. Banners are $100 each. People may call the American Legion Post 258 in Pierceton at 574-594-2531 or message the Legion's Facebook page at Menzie-Reece American Legion Post 258 - Pierceton, IN to learn how to get forms.
• Approved an ordinance making the town's rules on garage sales compliant with Kosciusko County's. The ordinance states people may only have sales three times a year and that each sale may last no more than four days in a row. Sales may go from sunrise to sunset with the items covered at night during the sales and put inside when each sale has ended. The council did allow for people to ask for exemptions if there are extenuating circumstances.
• Approved a bid with LexLil for work at the Pierceton-Washington Township Park using a K21 Health Foundation grant the town received. As all bids came in over the initial budget, the council agreed to do site work and put in tennis and pickleball courts with the money and try for another K21 grant to cover other improvements at the park.

Robert LaFayette, section manager aviation planning at CHA Consulting, the engineering and consulting firm for the airport and board, presented a general services task order to them.
