Downtown Warsaw

Recently, there was an interesting article in the paper about business in Winona Lake, which brought to mind recent changes in downtown Warsaw.
Many of us have made an effort to support downtown small businesses, whereas there is a sense that others may be attempting to drive retail businesses out and draw a night life crowd instead, given, for example, that there are approximately a dozen establishments with liquor licenses in and around downtown Warsaw. Some of the small business owners appear to be attempting to hang on, but there is a sense that their efforts may be being hampered by individuals who have positioned themselves to call the shots. Our new mayor showing some interest in the downtown area would be welcome as we now seem to have sufficient nature trails.
On a somewhat related note, some may recall then-Mayor Plank proudly detailing plans for a recycling facility in Warsaw with funds purportedly dedicated for the project. At some point the plans appear to have been shelved and the funds used elsewhere?
