Hoosier Lottery

I remember when the Hoosier Lottery used to be won every few weeks and would get up to $10 or $20 million and the tickets were only $1. The ticket sales would boost the winning total by up to $500,000 or more per week.
Indiana sold their control and then the ticket costs went up to $2 and things have changed. The lottery starts at $1 million and seems to just keeps building, although until the total gets way up there the prize total has only been going up by 1/10 or 2/10 of a million each drawing. The winners of the last few have taken over a year to get a winner.
The Hossier Lottery is now approaching $40 million and I find it seems to me that at two drawings a week that there were a lot of Hoosiers out there that missed out on winning. What has changed with the Hoosier Lottery seems to be so hard to win, if nothing has changed in the process then maybe something should.
