Commissioners Approve Vehicle Purchase, Rezonings In Short Meeting

May 23, 2023 at 10:28 p.m.

Kosciusko County Commissioners approved just four items during a short meeting Tuesday morning.

Lt. Mike Mulligan requested permission to purchase an administrative vehicle for the Kosciusko County Sheriff’s Office out of commissary funds.

The vehicle, a 2017 Nissan Pathfinder, will be unmarked and used for such things as the Jail Chemical Addiction Program (JCAP). It will typically be used by civilian county employees, which is why it will be unmarked, Mulligan said.

It has approximately 54,000 miles on it and will be purchased for $24,478 from Kerlin Motor Sales. The county council approved the purchased at their May 11 meeting.

The commissioners also gave their OK for commissary funds to be used for the purchase.

County Administrator Marsha McSherry  said in 2022 when the commissioners approved their meeting dates for 2023, there was a meeting date scheduled for Monday, July 3 because Tuesday, July 4 is a holiday. She asked that the July 3 meeting be moved to Wednesday, July 5. The pay, claims and payroll would be approved at the June 20 commissioners meeting, she said, and then ratified at the July 5 meeting.

The commissioners unanimously approved the rescheduling of the meeting.

The last two items before the commissioners were rezonings, both of which the Kosciusko County Area Plan Commission unanimously recommended the commissioners approve.

Lee Taylor, rural numbering and enforcement officer with the Area Plan Department, presented both petitions for rezoning.

The first one was David Miller’s petition to rezone ground from a residential district to an agricultural district just south of Silver Lake. The property is on the south side of Sycamore, just east of Jefferson Street in Lake Township. The petitioner was not at the meeting and there were no remonstrators.

The commissioners approved the rezoning 3-0.

The second rezoning was Blake Palmer’s petition to rezone ground from a commercial district to a residential district within the town limits of Atwood.

The property is on the south side of Main Street, west of Harrison Street in Atwood in Harrison Township.

Palmer told the commissioners he just wanted to change the property from commercial to residential to “increase the houses in the area for the housing market.”

There were no remonstrators to the petition. Commissioner Cary Groninger asked if the health department had looked at the property as far as septic and if there was room for a septic system. Palmer said the health department said it was OK.

Commissioner Bob Conley said Area Plan discussed that and they were satisfied there would be room for a septic system.

The commissioners approved the rezoning 3-0.

The next commissioners meeting is at 9:15 a.m. June 6 in the old courtroom of the old county courthouse, Warsaw.
