Center Lake Pavilion, Trail Matters OK’d By Board Of Works

A number of matters related to the Center Lake pavilion and trail before the Warsaw Board of Public Works and Safety on Friday were approved.

All Pro Integrated Systems is installing the audio and video systems for the Zimmer Biomet Center Lake Pavilion renovations. The board approved the agreement with All Pro on Nov. 4 for $125,645.83.

On Friday, city engineer Aaron Ott and Parks and Recreation Superintendent Larry Plummer presented an amendment to the contract, though there is no change in the price.

“Basically, as All Pro came in to start work and learned a little bit more about the space from when they first quoted it and asked a couple more questions, we found out that they had some parts in there that we didn’t need, like cages to protect projectors and things that you might need in a space that has sports activities or something,” Ott said.

Plummer said if it was at the Pete Thorn gym, then you would need a cage around the equipment, but that wasn’t needed at the pavilion.

So while All Pro was eliminating some things, Ott said they needed to put other parts in place to support and protect the projector to a certain extent. The projector screen also was the wrong size.

“There were adds and subtracts, and they felt it came so close to a wash on their end, they didn’t want to charge us any more funds for anything, so they made a $0 change order, but they wanted to formalize it as a change order, even though there’s not a cost impact,” Ott stated.

The board approved the contract amendment.

Ott then presented four change orders for the pavilion renovation project, with a net increase to the project totaling $61,984.03. With the board approving the change orders, that puts the cost of the pavilion renovation project at $2,837,984.03. The Zimmer Biomet Foundation granted $2.5 million toward that cost, with the city setting aside the remainder.

The change orders include $18,690.64 for electrical work to support the audio-visual system being installed by All Pro and the security system being installed by Cottage Watchman. Another $11,413.86 was for electrical work for signage that will be put up and a new meter box; $10,063 for  porch structural work; and $21,816.53 for fire barrier protection.

Mayor Joe Thallemer said the contractor, CME Corp., has done a great job on the pavilion renovation project. Renovating an old building, you’re going to get surprises, he said. The pavilion was built in the 1930s.

Ott said he’s heard one should expect about 10% in change orders, but the pavilion project is below that, at around 3%. He said there’s likely to be a little bit more, but not around the amount presented Friday.

After the board approved the change orders, Ott presented and the board approved pay application No. 8 in the amount of $371,288.10 for the work completed on the pavilion in May.

Moving to the Center Lake Trailway Project, the board was asked to approve the owner-contractor agreement between the city and R Yoder Construction. The agreement is for the base bid and alternate No. 1 for the amount of $974,870, which was approved at the June 2 board meeting.

The Sasso family donated $1 million toward the project, Thallemer said as a reminder.

The Center Lake Trailway is a step in enhancing the lakefront. It involves a trail that goes along the lakefront, much like Winona Lake, but it’s more curve than linear. It meanders along the lake and enhances the beach so it’s more walkable. It will provide ADA access to the north side of the Zimmer Biomet Center Lake Pavilion so it will make the whole area nicer, according to City Planner Justin Taylor after the May 5 board meeting.

The board not only approved the agreement Friday, but also the notice to proceed with R Yoder Construction.

RYoder Construction has until October to get the majority of the project completed, but until Dec. 8 to have it all finished.

Finally, the board approved the supplemental agreement No. 2 between the city and A & Z Engineering LLC for construction inspection services for the trail project, as requested by Taylor. The total cost of the change order is not to exceed $10,000 and will bring the total engineering contract cost to $166,850.

Taylor said the $10,000 will be taken out of the planning budget so it doesn’t take away from any of the donation funds for the project.

Thallemer asked what supplemental agreement No. 1 was.

“The first one dealt with some complexities related to the pier construction. So, we saw a need to have the piers extended a little bit farther out into the lake to accommodate boat and different docking needs for the project. So that’s what the first supplemental dealt with,” Taylor responded.

The second one is for construction administration.
