Warsaw Planners OK Preliminary & Final Plats For Storage Business

A new self-storage business should be up and running along Enterprise Drive in Warsaw by October after the Warsaw Plan Commission quickly approved a preliminary plat and final replat for it Monday.

In presenting the petition from All Secure Self Storage to the commission, Warsaw City Planner Justin Taylor  said the preliminary plat and final replat for lots 10 and 11 in the Haldewang subdivision was submitted in a timely fashion and reviewed for its conformity to the subdivision control ordinance. The proposed plat meets the development standards for a subdivision within a Commercial-2 zoning district. The replat merges two lots to create one 3.4-acre lot. Merging these lots will remove an existing utility easement between them.

“City staff have no major concerns regarding the loss of this unoccupied utility easement between the two parcels. Easements will remain on the east and west portions of the property of the new parcel that will be created. I recommend that the Plan Commission grant preliminary and final approval for the plat as presented. Since this plat doesn’t involve the creation of new public infrastructure, we’re able to do the preliminary and final in one meeting,” Taylor stated.

He said the intention of merging the two lots was to help facilitate that development of a storage facility. “There’s a storage building that they would put on the parcel that needs this easement to be removed,” Taylor said.

There were no remonstrators to the petition.

City engineer and commission member Aaron Ott said, “I would not see any reason that easement would be needed for any purposes in the future. I see zero concern.”

Motions to approve the preliminary plat and final replat were approved 9-0.

Tim McCollough, with McCollough Scholten Construction Inc., and Debra Hughes, civil engineer with Surveying & Mapping, attended the meeting on behalf of the petitioner but were not asked any questions or if they wanted to make any comments during the meeting, though they said they were OK with that since the hearing on the petition was less than 4 minutes and they got approved.

After the meeting, Hughes said it will be a rental self-storage. All Secure Self Storage has three buildings planned in the first phase, one of which is climate-controlled, which means it has heating and air conditioning for temperature control, she said. The other two buildings will not be heated.

McCollough couldn’t remember offhand how many units would be in each building, but the storage units would be various sizes - 10 feet by 15 feet, 10 feet by 10 feet, 10 feet by 30 feet. They will be standard mini-storage layout.

Construction will start later this month, Hughes said. McCollough said they’re hoping by Oct. 1 to have completed and ready to be rented.
