Two Warsaw Parents Arrested On Neglect Charges

Two Warsaw parents were arrested after their children were allegedly playing too close to the street.
She was booked into the Kosciusko County Jail at 11:17 p.m. Thursday on a $5,250 preliminary bond.
Steven James Paul George, 27, same address, is charged with possession of methamphetamine, a level 4 felony; and three counts of neglect of a dependant, level 6 felonies.
He was booked into KCJ at 8:11 p.m. Thursday on a $20,250 preliminary bond.
According to the probable cause affidavit, on Thursday a Kosciusko County Sheriff’s Office deputy responded to a call of young children in and/or dangerously close to a busy roadway. The deputy spoke with a woman who said she was concerned about the safety of the children, who appeared to be under 4 and “dangerously close” to the street without any supervision.
The deputy then talked with a woman, later identified as Saucedo. Saucedo initially denied being the children’s mother or caretaker, denied knowing the children and said she didn’t live in the residence. After approximately a half hour, Saucedo admitted she was the children’s mother. According to court documents, Saucedo appeared to the deputy to be under the influence of drugs.
When the deputy first arrived at the scene, he knocked at the front door several times with no response. He asked one of the children if they lived there. The child said yes. The child attempted to open the door but it was locked. The deputy placed the three children in his police vehicle and smelled an odor that indicated the children had not been bathed recently and their diapers needed to be changed, according to court documents.
After approximately 30 minutes of being on the scene and several attempts to alert an occupant of the residence by knocking on the door, a man, later identified as George, came out of the residence. George said he had been in the shower. George said Saucedo should have been watching the children.
Emergency Medical Services was called to the scene to evaluate the children and they transported to the hospital for further treatment related to dehydration and visible injuries. Saucedo was also transported to the hospital and tested positive for amphetamines.
The deputy asked George for the childrens’ names and birthdays. George provided their names and was unable to provide their birthdays.
Officers found on George an open pack of cigarettes which contained a clear plastic bag of a crystal substance. The substance was field tested presumptive positive as methamphetamine and weighed 6 grams.
Upon the granting of a search warrant, the deputy searched the residence and found the residence to be uninhabitable and trash covered most of the floor. According to the court documents, there was a mixture of feces and rotting meat with a package of raw chicken on the counter with maggots in it. There were flies throughout the residence and moldy food scattered through the kitchen. The deputy noted the shower did not have hardware on the water valves, which left it inoperable, according to court documents.
