Fort Wayne Teen Arrested On Public Indecency Charge

A Fort Wayne teen was arrested after allegedly touching himself in a Warsaw business parking lot.
Chandler Donovan Smith, 19, Fort Wayne, is charged with public indecency, a class A misdemeanor.
He was booked into the Kosciusko County Jail at 8:44 p.m. Wednesday on a $5,250 preliminary bond.
According to the probable cause affidavit, at 7:47 a.m. May 18, the Warsaw Police Department was dispatched to an area business in regard to an indecent exposure complaint. Upon arrival to the scene, the officer spoke with a woman who said she saw a man, later identified as Smith, touching himself inappropriately while sitting in the driver’s seat of a vehicle parked in the parking lot on May 17 and May 18.
On May 17, she said she was leaving the business when Smith pulled up to her when she was next to her vehicle and Smith appeared to be touching himself. The woman said she immediately drove away.
The woman said on May 18, she exited the business and again saw Smith in vehicle in the parking lot. Smith once again drove next to the woman’s vehicle, where she was seated, and had his passenger seat down. The woman said Smith was exposed when he stopped beside her vehicle.
The woman said she quickly took a picture, which showed Smith’s exposed genitals and his face. The woman also got a picture of Smith’s license plate and recorded a video of Smith fleeing the scene at a high rate of speed, allegedly leaving tire marks on the parking lot.
The officer was able to determine who the license plate returned to, and after reviewing the Indiana BMV information for Smith, the officer was able to identify the suspect as Smith.
The officer also spoke with an employee of the business, who showed the officer Smith’s membership information with another picture, matching the description of the photo captured by the woman.
Smith has a prior conviction of public indecency in Allen County Superior Court IV on Dec. 12, 2022. Smith was on pretrial release in Marshall Superior Court III, where is being charged with public indecency with a prior conviction.
