Commissioners Approve Donation Account For Law Enforcement Cameras

Chief Deputy Prosecutor Dan Hampton presented the Kosciusko County Commissioners Tuesday with a proposed ordinance for a new donation account.

The Kosciusko County Flock Group donation account is for the Flock cameras the county owns.

“All the law enforcement agencies in Kosciusko County use these Flock cameras for investigation purposes. This also entitles us to access to other Flock cameras throughout the country, wherever the other Flock cameras are located,” Hampton said. “So, this donation account is going to be used for the purpose of having law enforcement agencies contribute to the Flock Group financial support, so it can offset the costs.”

Commissioner Bob Conley asked if it was a budgeted item or how was it funded.

“The prosecutor’s office has a budgeted item for Flock. Each law enforcement agency has a budgeted item for Flock. It’s just a matter of putting it all together in one account,” Hampton said.

Commissioner Cary Groninger made the motion to approve the ordinance, Conley seconded it and it was approved 3-0.

In other business, the commissioners approved:

• The commercial insurance proposal for the county as presented by County Administrator Marsha McSherry. It includes liability and worker’s compensation.

She said the premium increased 1.5% this year. The worker’s compensation went down about $21,000, and the experience modification for worker’s compensation dropped from 1.12 to 1.04, which McSherry said helps the premium to level off with the increase in the general liability.

The county’s total premium for this year is $789,306.

• A resolution authorizing Kosciusko Area Bus Service’s (KABS’) 2024 application for an Indiana Department of Transportation operational and capital grant for rural transportation services.

KABS General Manager Steve Lockridge said KABS has been providing the county with public transportation for over 40 years, providing thousands of rides each year. He said the grant request is for $463,082 in federal dollars and an estimate of $136,817 in state funds, subject to change.

Additionally, the grant application represents a request for two medium transit replacing buses totaling $162,481 each, with 80% federal expenses and 20% local match.

Groninger said it’s a grant the commissioners annually approve, and they did so again Tuesday.

• An LPA (Local Public Agency) consulting contract between the county and VS Engineering Inc. for bridge inspection for bridge No. 9 over Husky Trail, as requested by Kosciusko County Highway Department Superintendent Steve Moriarty.

• The purchase of a new lowboy trailer for $47,100, as requested by Moriarty. With the trailer, he said the KCHD can haul its excavator and paver.

• Rezoning 9.6 acres from agricultural to agricultural 2 for Timothy and Darci Lynn Posthuma, as presented by Area Plan Director Matt Sandy. The property is on the north side of CR 300N, north of CR 175E in Plain Township.

The Area Plan Commission unanimously approved a recommendation that the rezoning be given approval by the commissioners with a self-imposed condition that the property only be subdivided into two lots.

Attorney Randy Morgan spoke for the petitioners, and there were no remonstrators.

“The purpose of this rezoning request is for the client to create a two-lot subdivision and their intent is to sell the residence on the eastern parcel and then build a new residence on the western parcel,” Morgan stated.

• The next commissioners meeting is at 9 a.m. May 9 in the old courtroom of the old county courthouse building.
