Winona Council Doesn’t Reestablish CCD Fund

WINONA LAKE — The Winona Lake Town Council has opted not to reestablish its cumulative capital development fund for now, which would have raised property taxes in town.

Council members opted to not vote on the issue after having a public hearing at its regular meeting on Tuesday. Several residents voiced concerns then.

The proposal would have raised the fund, from taking about 4.5 cents per $100 of net assessed valuation to 5 cents per $100 of net assessed valuation. A Baker Tilly financial advisor, who attended the meeting virtually, said the increase would have given the town another $10,000 next year.

CCD fund monies can be used for items such as “vehicles, sidewalks, infrastructure, IT infrastructure and buildings,” said the representative.

The council also heard from Winona Lake Town Manager Craig Allebach about a farmers market that will be held at Miller Sunset Pavilion. The first date will be May 6, with the market from 8 a.m. to 1 p.m.

“It looks like tentatively that will run from May 6 every Saturday from 8 a.m. to 1 p.m. until the last Saturday in September or October,” Allebach said.

He mentioned there should be at least six to eight vendors at the first market.

The council also heard about various events and projects coming up.

Allebach noted CR 250E from Wooster Road to Pierceton Road tentatively should be closed on April 24 due to a water line being put in.

The Wagon Wheel Symphony of the Lakes has a Disney concert at 7 p.m. April 27 at the Manahan Orthopaedic Capital Center. Grace College’s graduation ceremonies at the MOCC are on May 6.

The Kosciusko Velo Cycling Club’s Fat & Skinny Tire Fest runs May 19-21, with a full list of events able to be viewed at fatandskinnytirefest.com. Volunteers are still needed for the event, with people able to sign up to do so and learn more at the previously listed website.

Winona Lake Parks Department Director Holly Hummitch said a special event to celebrate the end of school and the opening of Winona Lake Limitless Park’s SplashPad for the year would be 5-7 p.m. May 26 at the park. She noted it would include music and giveaways.

In other business, the council:

• Approved appointing Megan Carr to the Winona Lake Board of Zoning Appeals to replace Rita Gesaman, who opted to step down.

• Heard from Tim Goshert with SiteWorx, which does street department work for the town, that workers would stop picking up leaves with a machine on May 5. After that, leaves should be bagged.

• Heard from Hummitch that the parks guide for summer programs is done. It may be viewed at winonalake.net/parks-department/news/winona-lake-parks-and-rec-2023-program-guide. People may also find a form there to sign up for programs.

• Heard from Winona Lake Park Board President Kristie Maiers that bid packets for work to complete WLLP “go live on May 3.”

“Bids will be due to Craig by May 24, with the bids opening that afternoon at 6 p.m.,” she said.

The board’s next regular meeting is 6 p.m. May 16, at Winona Lake Town Hall.
